NORTH ANNA POWER STATION UNITS I AND 2 ANNUAL SUBMITTAL OF TECHNICAL SPECIFICATION BASES CHANGES PURSUANT TO TECHNICAL SPECIFICATION 5.5.13.d Pursuant to Technical Specifications 5.5.13.d, "Technical Specifications (TS) Bases Control Program," Dominion hereby submits the changes to the Bases of the Technical Specifications implemented during the period of October 1, 2010 through September 30, 2011. A summary of these changes is provided in Attachment

1. Enclosed is an electronic copy (CD) of the entire TS Bases through Revision 46 for your information.

TS Bases changes that were submitted to the NRC for information along with the associated License Amendment Request transmittals, submitted pursuant to 10CFR50.90, were reviewed and approved by the Facility Safety Review Committee.

These changes have been implemented with the respective License Amendments.

OF TS BASES CHANGES ASSOCIATED WITH LICENSE AMENDMENTS Virginia Electric and Power Company (Dominion)

North Anna Power Station Units 1 and 2 Summary of TS Bases Changes Associated with License Amendments Change to Technical Specification 3.7.12, Emergency Core Cooling System (ECCS) Pump Room Exhaust Air Cleanup System (PREACS)These amendments and Bases changes revise the Technical Specifications and Bases by adding new Conditions B and C with associated Action Statements and Completion Times to Technical Specification 3.7.12 and modifying Conditions A and D. The changes specifically address the filtration function of the ECCS PREACS.The Bases changes noted above were submitted to the NRC by Dominion submittals dated September 28, 2009, April 8, 2010 and May 10, 2010 and incorporated into the Bases on December 17, 2010 upon NRC approval and implementation of the associated Technical Specification changes (Amendments 260 for Unit 1 and 241 for Unit 2 issued on November 1,2010).Adoption of TSTF-425, Revision 3, Regarding The Surveillance Frequency Control Program These amendments and Bases changes revise the Technical Specifications and Bases by relocating specific surveillance frequencies to a licensee-controlled program with the implementation of Nuclear Energy Institute 04-10, "Risk-Informed Technical Specification Initiative 5b, Risk-Informed Method for Control of Surveillance Frequencies." The changes are consistent with NRC-approved Industry Technical Specification Task Force (TSTF) Standard Technical Specifications change TSTF-425, Revision 3.The Bases changes noted above were submitted to the NRC by Dominion submittals dated March 30, 2010, August 30, 2010 and January 18, 2011 and incorporated into the Bases on July 28, 2011 upon NRC approval and implementation of the associated Technical Specification changes (Amendments 262 for Unit 1 and 243 for Unit 2 issued on January 31, 2011).Page 1 of 1
