SUBJECT:

NORTH ANNA POWER STATION, UNIT NO. 2 - COMPLETION OF ACTIONSFOR CONFIRMATORY ACTION LETTER NRR-07-021 (TAC NO. MD4164)

Dear Mr. Christian:

On March 29, 2007, the U.S. Nuclear Regulatory Commission (NRC) issued ConfirmatoryAction Letter (CAL) No. NRR-07-021, (Agencywide Documents Access and Management System (ADAMS) Accession No. ML070820079) regarding dissimilar metal welds in the pressurizers at North Anna Power Station, Unit Nos. 1 and 2 (North Anna Units 1 and 2). This letter acknowledges receipt of your letter dated May 16, 2007 (ML071410300), informing the NRC of actions taken at North Anna Unit 2 in response to the CAL.In your letter, you stated that six full structural mitigative preemptive weld overlays (PWOLs) forthe North Anna Unit 2 pressurizer safety, spray, relief, and surge nozzles were performed during the spring 2007 refueling outage (N2R18) in accordance with relief request CMP-023R1.

The surface and volumetric examinations of the weld and base material were completed with no recordable indications. The examinations resulted in 100-percent coverage in accordance with relief request CMP-023R1 for both the preservice and inservice examination volumes. There were no repairs necessary to the weld overlay material or base metal during the installation of the PWOLs.Based on your letter, the NRC staff concluded that all commitments listed in the CAL and the supporting commitment letter dated February 26, 2007 (ML070570535) have been met for North Anna Unit 2. With respect to North Anna Unit 2, no further response is required regarding the CAL and it is no longer necessary to implement enhanced inspection and leakagemonitoring requirements for the reactor coolant system. This action closes TAC No. MD4164.Thank you for informing us of the actions documented in your letter. These actions may beexamined during a future NRC inspection of your facility.Since the CAL addressed both North Anna units, it will remain open until all CAL commitmentspertaining to North Anna Unit 1 are complete. TAC No. MD4163 for Unit 1 will also remain

open.Current NRC guidance regarding CALs is contained in the NRC Enforcement Policy and theNRC Enforcement Manual, which are available at the NRC web site at http://www.nrc.gov/about-nrc/regulatory/enforcement.html (click on Enforcement Policy or Enforcement Guidance)or by contacting the Government Printing Office (GPO) toll-free at 1-888-293-6498. The GPO is open from 7:00 a.m. to 9:00 p.m. EST, Monday through Friday (except Federal holidays). In accordance with Title 10 of the Code of Federal Regulations, Part 2, "Rules of Practice,"Section 2.390, a copy of this letter will be made available electronically for public inspection in the NRC Public Document Room or from the NRC's document system (ADAMS), accessible from the NRC Web site at http://www.nrc.gov/reading-rm.html
