| Title | Licensee-Identified Violation |
| Description | Title 10 CFR Part 50, Appendix B, Criterion III, Design Control, requires, in part, that measures shall be established to assure that the design basis shall be correctly translated into specifications, drawings, procedures, and instructions. Contrary to the above, prior to March 8, 2012, the licensee did not correctly translate the design basis for the control element assembly (CEA) fully withdrawn position, as specified in the Core Operating Limits Report (COLR), into specifications, drawings, procedures and instructions. Consequently, the licensee failed to properly set the Power Dependent Insertion Limit (PDIL) alarm setpoints, as required by Technical Specification 3.1.7, Regulating Control Element Assembly (CEA) Insertion Limits. The licensee reset the alarm setpoints to accurately reflect the COLR. The licensee submitted LER 05- 528;529/530/2012-001-00 to document the condition. The licensee plans to develop a safety analysis basis document for the COLR as corrective actions documented under CRDR 4086279. Inspectors concluded that the finding is of very low safety significance (Green) because the PDIL alarms have no direct safety function and an evaluation concluded the incorrect alarm setpoint was bounded by assumptions in the safety analyses. |
