Futureexamination development shouldincludestrictadherence tosecurityguidelines inNUIREG1021tominimizethepossibility ofexamination compromise andthedelayorcancellation ofanexamination.

FPLResponse:

Condition Report98-0887wasissuedtodocumenttheanalysisandcorrective actionsforinadequate implementation ofoperatorlicenseexamination securityprecautions thatleadtoimpropershippingofthefinalexamination materials totheNRCwithrespecttoexamination security.

TheactionstakenbyFPLaresummarized below..1.Thedeficiencies discussed concerning theshipmentofthelicensing examinations havebeenreviewedwithourexamination developer.

2.TrainingGuideline 004,WrittenExamination Administration andControl,hasbeenrevisedtoincludeanAppendixD,"NRCExamConstruction andAdministration,"

thatincorporates NUREG-1021, OperatorLicensing Examination Standards ForPowerReactors, guidanceonpackaging theexamination forshipmenttotheNRCinadoubleenvelope.

3.Examinations beingsenttotheNRCarenowrequiredtogothroughtheLicensing Department toprovideanindependent check.NRCConcernSection08:TheNRCnotedthatconfusion existedamongthecandidates withregardstotheexpectations ofperforming theimmediate operatoractionsinthestandardposttripactions(SPTA)sectionoftheemergency operating procedures (EOP).Trainingontheimplementation oftheSPTAs,togetherwithinsuKcient procedural guidanceIedtopoorcandidate performance.

Theprocedural guidanceandtrainingoftheoperators combinedtoresultinlessthanoptimalmitigation oftheevent St.LucieUnits1and2DocketNos.50-335and50-389L-98-242Attachment Page2FPLResponse:

Condition Report98-1296wasissuedtodocumenttheanalysisandcorrective actionsfortheNRCconcernidentified inSection08.TheactionstakenbyFPLaresummarized below.1.Licensedoperatorcandidates fromthisexamination grouphadatrainingsessionwithrepresentatives oftrainingandoperations management toreiterate expectations regarding EOP41,StandardPost1'ctions, implementation.

Afterthesession,therewasasimulator exeicisetoreinforce theseexpectations.

2.Prorxdure 2-EOP-01, Unit2StandardPostTNpActions,wasrevisedtoincludeverification ofmainsteamlineisolation system(MSIS)actuation ifcontainment pressureisgreaterthanorequalto3.5psig.3.'Administrative Procedure AP-0010120, ConductofOperations, wasrevisedtoclarifyguidanceintheareasof:a.Operatoractionspermittedlexpected priortoassistant nuclearplantsupervisor (ANPS)concurrence.

b.Expectedoperatoractionwhileperforming EOP-01,StandardPost1'ctions.

4.Licensedoperatorrequalification segment98.5includedscenarios similartothoseintherecentNRClicenseexamination.

Operators wereevaluated onthesimulator inan'asfoundcondition withvariousposttripmalfunctions.

Noproblemswereobservedwithoperators nottakingactionswhenappropriate asobservedduringthelicensing examinations.

Seventy-three operators wereobserved.

ExpectedoperatoractionswhileinEOP-01arealsobeingstressedinsimulator scenarios.

5.Operators weretrainedontherevisions totheAP-0010120, ConductofOperations, and2-EOP-01,Unit2StandardPostTripActions.
