Thisletteranditsattachments constitute anapplication foramendment totheTechnical Specifications fortheDonaldC.CookNuclearPlantUnitNos.1and2.Werequestthatthisapplication beexpedited toavoidthepossibility ofanunwarranted unitshutdown.

Specifically, wearerequesting thatthe72-hourlimitforloopinoperability beextendedwhenanEssential ServiceWater(ESW)pumpisoutofserviceforrepairorreplacement.

Asacompensatory measure,weareproposing anadditional changetorequiretheotherthreeESWpumpstobeoperable(onepumpfromtheaffectedunitandtheothertwofromtheoppositeunitwiththeESWsystemalignedinthecross-tie mode).Thischangeisbeingrequested forbothunits.Forreasonsdescribed below,wemayrequirethischangeinordertoallowUnit1tocontinueoperation atpower.Wearerequesting anidentical changeforUnit2forconsistency betweenunits.In-service testingdatafortheUnit1WestESWpumphasindicated gradualdegradation inthepump'sperformance.

DatatakenonDecember23,1985indicated degradation tothepointwherepumpreplacement mayberequiredinthenearfutureandpriortoanyscheduled coldshutdownoutage.Wewouldprefertobeginthisreplacement bytheendofFebruary1986,toensurethatthepumpdoesnotfallbelowminimumperformance standards.

Inthelastfiveyears,fourUnit1ESWpumpreplacements havebeenperformed, ofwhichonewasinamodeinwhichtheESWpumpswererequiredtobeoperable.

Onthatoccasionthenecessary workwasaccomplished in60hours,whichiswithinthe72hoursallowedbytheActionStatement ofTechnical Specification 3.7.4.1.However,repairtimestwiceaslonghaveggagg20482

I~l,rC,r'IC Mr.HaroldR.DentAEP:NRC:0972 beenexperienced whencomplications havearisen.Inallcaseswherepumprepairorreplacement isrequired, wewillproceedwithdiligence toreturnthepumptooperablestatusasrapidlyaspossibleandwithinthepresently allowed72hours.Basedonexperience, however,wefeelthatitisnecessary torequestthischangeinordertoavoidthepossibility ofaunitshutdown.

Ouranalysisconcerning significant hazardsconsiderations iscontained inAttachment 1tothisletter.TheproposedTechnical Specification pagesarecontained inAttachment 2.Webelievethattheproposedchangeswillnotresultin(1)asignificant changeinthetypesofeffluents orasignificant increaseintheamountsofanyeffluentthatmaybereleasedoffsite,or(2)asignificant increaseinindividual orcumulative occupational radiation exposure.

TheseproposedchangeshavebeenreviewedbythePlantNuclearSafetyReviewCommittee (PNSRC)andwillbereviewedbytheNuclearSafetyandDesignReviewCommittee (NSDRC)attheirnextregularly scheduled meeting.Incompliance withtherequirements of10CFR50.91(b)(1),

copiesofthisletteranditsattachments havebeentransmitted toMr.'.C.CallenoftheMichiganPublicServiceCommission andMr.G.Bruchmann oftheMichiganDepartment ofPublicHealth.Pursuantto10CFR170.12(c),

wehaveenclosedanapplication feeof$150.00fortheproposedamendments.

Thisdocumenthasbeenpreparedfollowing Corporate procedures whichincorporate areasonable setofcontrolstoinsureitsaccuracyandcompleteness priortosignature bytheundersigned.

Attachment 1Technical Specification 3.7.4.1requiresthatatleasttwoindependent essential servicewater(ESW)loopsbeoperableinModes1through4.Theactionassociated withonlyoneindependent loopoperableallows72hourstorestoretheotherlooptooperablestatus.Inordertoperformroutinemaintenance necessary becauseofnormalpumpdegradation, itisnecessary tovoluntarily removeoneESWpumpfromservice.Toensurethatmaintenance isthoroughly performed, itmaybenecessary totakemoretimethanthe72hoursallowed.Thus,wearerequesting toaddafootnotetopages3/47-17(Unit1)and3/47-13(Unit2).Thefootnotewillallowcontinued poweroperation providedthatthreeESWpumpsareoperableandremainavailable toeitheroftheCookunits.TheBasessection(pageB3/47-4forbothunits)hasbeenrevisedtoreflectthischange.Asdescribed inSection9.8oftheUpdatedFSAR,theESWsystemcontainsfourpumpsthataresharedbetweentheunitsviacross-tie valves.TheESWsystemsuppliescoolingwaterfromLakeMichiganforthecomponent coolingheatexchangers, containment sprayheatexchangers, emergency dieselgenerators, andthecontrolroomairconditioning units.Additionally, theESWsystemprovidesabackupwatersourcefortheauxiliary feedwater pumps,shouldthecondensate storagetankbeunavailable orempty.AsseeninTable9.8-5oftheUpdatedFSAR,onlytwoofthefourESWpumpsarenecessary fordesign-basis conditions withbothunitsatpower.WehavealsostatedintheUpdatedFSARthatwehavethecapability toprovidesufficient ESWwatertoserviceaLOCAinoneunitwhiletheotherunitisundergoing cooldown.

Thelattercaserequiresthreepumpstoremovetheheatload,andisoutsidetheplantdesignbasis.(ThisisbecausethedesignbasisofCookestablishes hotshutdownasthesafecondition.)

Nevertheless, wewillrequirethreepumpstobeoperabletoensurewemaintainthecapability forunitcooldownbeyondthe'hotshutdowncondition.

Eventhoughthesechangesmayresultinanincreaseintheprobability ofoccurrence orconsequences ofapreviously analyzedaccident, theresultsar'eclearlywithinacceptable limitsasestablished intheD.C.CookFSAR.Wethusbelievethesechangesdonotinvolveasignificant hazardsconsideration asdefinedin10CFR50.92.Inaddition, aneditorial changehasbeenmadeononeoftheaffectedpages.InUnit2,pageB3/47-4,theword"emergency" hasbeenchangedtolowercasetoreflectthefactthatitisnotadefinedterm.
