ThisletteranditsattachmentsconstituteanapplicationforamendmenttotheTechnicalSpecifications(T/Ss)fortheDonaldC.CookNuclearPlantUnits1and2.Specifically,weareproposingchangestoT/S3.3.3.9,Table3.3-12,andT/S4.3.3.9.2,Table4.3.8toreflectthereplacementoftheliquidradwasteeffluentlinemonitor.ThereasonsfortheproposedchangesandouranalysisconcerningsignificanthazardsconsiderationsarecontainedinAttachment1tothisletter.TheproposedrevisedTechnicalSpecificationpagesarecontainedinAttachment2.InAEP:NRC:0956C,datedDecember8,1986,wesubmittedaT/Schangerequesttoreflectthereplacementofthesubjectmonitor.Inthatletter,thesignificanthazardsconsiderationsanalysiswasmadeonthebasisthatthechangewaspurelyadministrative.InaletterfromMr.B.J.YoungbloodtoMr.JohnDolan,datedJanuary6,1987,theNRCnotifiedusthat'etailswerenotprovidedonwhythemonitorwasbeingchanged,whatenhancementswereexpectedwiththenewmonitor,orhowthenewmonitorwouldmeettherequirementsatitslocation.Thisletterprovidestheadditionalinformationalongwitharevisedsignificanthazardsconsiderationsanalysis.Weareassessingpotentialdifficultieswithsetpointsforthenewmonitorduetoitsincreasedsensitivity.,Untilthesepotentialdifficultiesareresolved,wewillcontinuetousetheexisting(R-18)instrumentationasspecifiedintheproposedT/Schanges.EPOBf&~s~g00pgf5PDRADDCKD,pDRg)~4).](50(plqg0$

Dr.'.E.Murley-2-~."AEP:NRC:0956DNWebelievethattheproposedchangeswillnotresultin(1)asignificantchangeinthetypesofeffluentsorasignificantincreaseintheamountsofanyeffluentthatmaybereleasedoffsite,or(2)asignificantincreaseinindividualorcumulativeoccupationalradiationexposure.Theseproposedchangeshavebeenreviewedbyth'ePlantNuclearSafetyReviewCommittee(PNSRC)andwillbereviewedbytheNuclearSafetyandDesignReviewCommittee(NSDRC)attheirnextregularlyscheduledmeeting.Incompliancewiththerequirementsof10CFR50.91(b)(1),copiesofthisletteranditsattachmentshavebeentransmittedtoMr.R.C.Callenof.theMichiganPublicServiceCommissionandMr.G.BruchmannoftheMichiganDepartmentofPublicHealth.Pursuantto10CFR170.12(c),wehaveenclosedanapplicationfeeof$150.00fortheproposedamendments.ThisdocumenthasbeenpreparedfollowingCorporateprocedureswhichincorporateareasonablesetofcontrolstoinsureitsaccuracyandcompletenesspriortosignaturebytheundersigned.Verytrulyyours,M.;Alich=VicePresidentcmAttachmentsII;c'c'.";John.E.Dolan'..,;'-"W.G..-Smith,Jr.-'ridgmanR.C.CallenG.BruchmannG.CharnoffNRCResidentInspector-BridgmanA.B.Davis-RegionIII ATTACHHENT1TOAEP:NRC:0956DREASONSAND10CFR50.92ANALYSISFORCHANCESTOTHEDONALDC.COOKNUCLEARPLANTUNITNOS.1AND2TECHNICALSPECIFICATIONS AttachmenttoAEP:NRC:0956DPage1ThefirstproposedchangeistoT/STable3.3-12,Iteml.a.Thecurrentmonitor,referredtoas1-R-18intheUnit1T/Sand2-R-18intheUnit2T/S,isbeingreplacedbyanewmonitor,12-RRS-1001.TheR-18monitorhashadahistoryofdifficultywithbackgroundradiationmaskingthelowerportionofitsrange.Actionstakentoaddressthisdifficultyhavebeenonlypartiallysuccessful.Thefirstactiontakeninvolvedmovingthemonitorfromitsoriginallocation,theBoricAcidStorageTankRoom,tooutsidetheroom'sshieldwall.Thisreducedtheambientbackgroundradiation;however,backgroundinterferencecontinuedtobeaproblem.Subsequentinvestigationshowedthat,despitethecustomaryflushingofthedischargelineandthein-linemonitor,themajorsourceofbackgroundradiationwascrudbuild-upontheinteriorsurfacesofR-18'sdetectionvolume.Periodicdisassemblyandcleaningwerefoundonlytemporarilyeffective'inreducingthebackground;afterafewbatchreleases,backgroundwouldagainincrease.Duetothenatureofwasteliquid,build-upofbackgroundproducingresidueisunavoidable.ThisiscompoundedbythemechanicalarrangementofR-18'sdetectorassemblywhichcausesittobeanaturalcrudtrap.Inaddition,itsconnectionandmountingdetailmakeitdifficulttoremoveforcleaning.SeveralenhancementsareexpectedwithRRS-1001,whichwebelievewilladdressproblemsencounteredwithR-18.RRS-1001'sdetectorassemblyusesareplaceablebowl-shapedlinerprovidedwithalowpointdrain.Thisshapediscouragescrudbuild-upandfacilitatesmoreeffectiveflushing.Ifflushinginaparticular,instanceisunsuccessful,thesamplelineriseasilyreplaced.ThenewmonitorismoresensitivetogammaemittersthanR-18.Thisislargelyattributedtodifferencesingeometrybetweenthemonitors'easurementchambers.Thegreatersensitivityofthenewmonitorenhancesourabilitytomonitorbatchreleases.R-18'sdetector-assemblyisin-lineandallthedischargeflowsthroughit.RRS-1001requiresareducedflow,andtherefore,itisconnectedsuchthatabout10%ofthemainflowisdivertedthroughi,tsshieldedsampleliner.Thesamplelinecontainsaflowmeterwithancillaryflowswitches.Alossofsampleflowwillautomaticallyterminatedischarge.Thenewmonitorusesamicroprocessor-basedDataAcquisitionModule(DAM),whichperformstheinterpretationofdetectoroutputandelectronicallyrecordstheresult.SampleflowanddischargeflowsignalsarealsoinputintotheDAMforelectronicrecordinginitscomputermemory.TheDAMisintegratedintoourEberlinesystem;consequently,theHasteDisposalSystem(WDS)dischargeinformationalongwiththenewmonitor'sstatusisreadilyavailableforpresentation.

AttachmenttoAEP:NRC:0956DPage2UponswitchingtoRRS-1001anditsrequiredsupportequipment,.controlroomannunciationandindicationwillbeviatheEberlineSystemControlTerminals.TheR-18readoutdrawerinpanelRMSanditsassociatedElectrolarmandpanelboardannunciatorwillnolongerbeused.ThesecondproposedchangeistoTable4.3-8,Instrumentl.aanditsassociatedTableNotation.Specifically,weareproposingtheadditionofperiodicChannelFuncti.onalTestsasasurveillancerequirement.Thisadditionalsurveillancerequirementwoulddemonstratetheoperabilityofthesamplelinewithregardtoensuringautomaticisolationofthereleasepathwayandensuringcontrolroomannunciation,uponlossofsampleflow.ThethirdproposedchangeisalsotoTable3.3-12.Whilethephysicalinstallationofthenewmonitorisessentiallycomplete,themonitorwillnotbecapableofmeetingT/Srequirementsuntil(1)thetripfunctionistransferredfromR-18,and(2)post-installationcalibrationandtestingiscomplete.Therefore,werequestthatafootnotebeaddedtoallowtheexistingmonitor(1-R-18/2-R-18)tofulfilltheT/Srequirementsuntilthenewmonitorisdeclaredoperable.ThefourthproposedchangeisalsotoTable3.3-12.WehaveaddedafootnotetothetabletoindicatethatoperabilityofflowswitchRFS-1010isrequiredforoperabilityof12-RRS-1001.AnalysisofSinificantHazardsPer10CFR50.92,aproposedamendmentwillinvolvenosignificanthazardsconsiderationsiftheproposedamendmentdoesnot:(1)involveasignificantincreaseintheprobabilityorconsequencesofanaccidentpreviouslyanalyzed,(2)createthepossibilityofanewordifferentkindofaccidentfromanyaccidentpreviouslyanalyzedorevaluated,or(3)involveasignificantreductioninamarginofsafety.Ourevaluationoftheproposedchangewithrespecttothesecriteriaisprovidedbelow.Criterion1:ThenewmonitorwillbeabletosupportcurrentT/Srequirementsandincludesseveralenhancementsovertheoldmonitor.Designofthenewmonitorprovidessolutionstodifficultiesencounteredwiththeoldmonitor.AnadditionalT/Ssurveillanceisproposedandiscommensuratewiththedesignofthenewmonitor.Thus,weareproposingabettermonitorwithappropriatesurveillancerequirements.Therefore,webelievetheproposedchangewillnotinvolveasignificantincreaseintheprobabilityorconsequencesofanaccidentpreviouslyanalyzed.

IAttachmenttoAEP:NRC:0956DPage3Criterion2:Theproposedchangewillnotplacetheplantinaneworunanalyzedcondition;therefore,itwillnotcreatethepossibilityofanewordifferentkindofaccidentfromanyaccidentpreviouslyanalyzedorevaluated.Criterion3:VebelievethattheproposedchangewillnotinvolveasignificantreductioninamarginforsafetyforthereasonsgiveninCriterion1above.TheCommissionhasprovidedguidanceconcerningthedeterminationofsignificanthazardsbyprovidingcertainexamples(48FR14780)"ofamendmentsconsiderednotlikelytoinvolvesignificanthazardsconsiderations.Vebelievetheproposedchangeislesslikelythanthesixthexampleintheaboveguidancetoinvolveasignificanthazardsconsideration.Specifically,webelievetheproposedchangewillnotresultinanincreaseintheprobabilityorconsequencesofapreviouslyanalyzedaccidentorreduceasafetymargin,andiswithinallacceptablecriteriawithrespecttothesystemdesign.Therefore,webelievethischangedoesnotinvolveasignificanthazardsconsiderationasdefinedin10CFR50.92.
