Title | Licensee-Identified Violation |
Description | 10 CFR Part 50, Appendix B, Criterion III, requires, in part, that measures be established to assure that applicable regulatory requirements and the design basis for structures, systems, and components are correctly translated into specifications, drawings, procedures, and instructions. Contrary to the above, on April 27, 2006, the licensee failed to properly translate the technical specification allowable range of emergency diesel generator frequency allowed by technical specifications into the safety analysis. Specifically, the Callaway Plant technical specifications allow unrestricted plant operation with emergency diesel generator frequency range between 58.8 and 61.2 Hertz (60 +2 percent). This range is not accounted for in the safety analysis. The performance of motor-operated pumps varies with the speed of the motor which is directly affected by the frequency of the emergency diesel generators alternating current. Diesel operation with frequency at the low end of the technical specification surveillance requirement acceptance criteria will result in a lower flow rate and lower developed head for the associated centrifugal pumps. This was entered in the licensees corrective action program as Callaway Action Request 200603324 which was subsequently closed with no corrective actions. The licensee developed corrective actions at a later time outside of the corrective action program. This finding is more than minor because it was associated with the design control attribute of the mitigating systems cornerstone and adversely affected the cornerstone objective to ensure the availability, reliability, and capability of systems that respond to initiating events to prevent undesirable consequences. This finding is of very low safety significance because it was not a design or qualification deficiency resulting in a loss of operability or functionality, did not represent a loss of system safety function for greater than its Technical Specification allowed outage time, did not result in an actual loss of safety function of non-technical specification risk significant equipment for greater than 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />, and did not screen as risk significant due to a seismic, flooding, or severe weather initiating event. |
