VOGTLE ELECTRIC GENERATING PLANT, UNITS 3 AND 4 ISSUANCE OF AMENDMENTS AND GRANTING OF EXEMPTIONS RE: ROUTING OF CLASS 1E DIVISIONAL CABLES SUPPORTING PASSIVE CONTAINMENT COOLING (LAR 18-028) (EPID L-2018-LLA-0310)
Dear Mr. Whitley:
In response to your application dated November 16, 2018, as supplemented by letter dated January 24, 2019, the U.S. Nuclear Regulatory Commission has granted the enclosed Exemptions and issued the enclosed Amendment Nos.161 and 159 to Combined License (COL)
Nos. NPF-91 and NPF-92 for the Vogtle Electric Generating Plant (VEGP) Units 3 and 4, respectively. The amendment consists of changes to Updated Final Safety Analysis Report (UFSAR) and involves related changes to Tier 1 information, with corresponding changes to Appendix C of the facility COLs.
The amendment authorizes changes to the VEGP Units 3 and 4 UFSAR in the form of departures from the incorporated plant specific Design Control Document Tier 2 information and involves changes to COL Appendx C. The proposed changes revise the routing of Class 1E cables associated with the passive containment cooling system. The exemption allows changes that impact of the PS-DCD and Appendix C of the facility COL Tier 1 of the PS-DCD and Appendix C of the facility COL as specified in License Amendment Request (LAR)18-028. This exemption is related to, and necessary for, the granting of the license amendment which is being issued concurrently.
B. Whitley A copy of the related Safety Evaluation, which includes the staffs evaluation of the amendments and exemptions, is also enclosed. The notice of issuance of the amendment and the exemption documents included in this letter will be published in the Federal Register.
