PSEG LETTER REGARDING THE STATUS OF SAFETY CONSCIOUS WORKENVIRONMENT COMMITMENTS AT SALEM AND HOPE CREEK GENERATING STATIONS

Dear Mr. Levis:

This letter acknowledges receipt of your letter dated October 31, 2006, which provided thestatus of PSEG's commitments to the NRC regarding the safety conscious work environment at the Salem and Hope Creek Generating Stations. In your letter, you listed your commitments and stated that you considered all of them completed, with the exception of an action to periodically perform cultural surveys to monitor the work environment at the stations until February 28, 2009. My staff reviewed your commitments described in PSEG's letter to the NRC, datedJune 25, 2004, [ML041810062] and the NRC's letter to PSEG, dated July 30, 2004,

[ML042120284]. We independently concluded that your commitments, with the exception of the periodic cultural surveys described above, have been completed. The NRC verified completion of your commitments through inspection activities, document reviews, and public meetings between the NRC and PSEG. With the exception of the periodic cultural surveys to be performed through February 2009, we consider these commitments to be closed.As previously stated in our mid-cycle performance review letters dated August 31, 2006[ML062430651 and ML062430643], we will continue to monitor your progress in improving the work environment at the stations through normal Reactor Oversight Process baseline inspections. For example, we plan to review corrective or improvement actions you may take in response to your periodic cultural survey results through biennial problem identification andresolution inspections.In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter will beavailable electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS).
