UNITED NUCLEAR REGULATORY WASHINGTON, D.C. 20555-0001 November 17, 2008 Mr. Edward Halpin Chief Nuclear Officer STP Nuclear Operating Company South Texas Project P.O. Box 289 VVadsworth, TX 77483 SOUTH TEXAS PROJECT, UNITS 1 AND 2 -CORRECTIONS TO AMENDMENTS 187 AND 174 RE: EXTENDED RANGE NEUTRON FLUX INSTRUMENTATION AND TECHNICAL SPECIFICATION 3.4.1.4.2 (TAC NOS. M D8003 AN D M D8004)
Dear Mr. Halpin:
On October 16, 2008, the Nuclear Regulatory Commission (NRC) staff issued Amendment No. 187 to Facility Operating License No. NPF-76 and Amendment No. 174 to Facility Operating License No. NPF-80 for South Texas Project (STP), Units 1 and 2, respectively.
The amendments revised (1) Action 5 in Technical Specification (TS) 3.3.1, "Reactor Trip Instrumentation," for one inoperable channel of extended range neutron flux instrumentation and (2) Action c in TS 3.4.1.4.2, "Reactor Coolant System, Cold Shutdown -Loops Not Filled." The distribution of the amendments was performed by the newly developed electronic distribution (Listserv) process which is accomplished by scanning the document in the Agencywide Documents Access and Management System (ADAMS) and emailing it to recipients of the STP Listserv distribution (plant mailing list). An error was introduced in the TS pages during the document scanning process. The error consisted of deletion of some of the revision bars in the TS pages. The NRC staff has corrected the scanning process and revised the Amendment Nos.187 and 174 document to show the revision bars on the TS pages. The corrected amendment document has been replaced in ADAMS under the original ADAMS Accession No. ML082810286. The corrections do not change the NRC staff's conclusions in the NRC letter dated October 16, 2008, approving the requested amendments.
Please replace the amendment document emailed to you on October 16, 2008, with the enclosed revised amendment document.
E. Halpin -2 We regret any inconvenience caused by this error. Sincerely, Mohan C. Thadani, Senior Project Manager Plant Licensing Branch IV Division of Operating Reactor Licensing Office of Nuclear Reactor Regulation Docket Nos. 50-498 and 50-499
