THE U.S. NUCLEAR REGULATORY COMMISSION RESPONSE TO RESCHEDULE SOUTH TEXAS PROJECT NUCLEAR OPERATING COMPANY (STPNOC)

TRIENNIAL U.S. NUCLEAR REGULATORY COMMISSION-EVALUATED FORCE-ON-FORCE INSPECTION EXERCISE WEEK

Dear Jay D. Bodnar:

The U.S. Nuclear Regulatory Commission (NRC) staff received and reviewed your letter titled South Texas Project Units 1 and 2, Docket Nos. 50-498; 50-499; 72-1041, Request to Reschedule Evaluated Force-on-Force Drill (Agencywide Documents Access and Management System Accession No. ML24029A275). Your letter requested to reschedule the NRC-evaluated force-on-force (FOF) exercise week due to a forced outage of Unit 1. You noted that conducting security exercises requires numerous plant announcements, potential drill play in the affected unit, station controllers, operations support, and station-level focus that would be challenged by the forced outage, and that the forced outage could potentially complicate performing the security exercises.

The staff finds reasonable STPNOCs request to reschedule the NRC-evaluated FOF inspection exercise week from the previous scheduled dates due to the forced outage of Unit 1. STPNOCs NRC-evaluated FOF inspection exercise week will now be conducted during the week of November 18, 2024. The inspection team will continue to communicate and engage with the trusted agent site personnel on site conditions, etc. to ensure that the scope of the exercises is appropriate.
