ISSUANCE OF AMENDMENTS RELATING TO UPGRADED FUEL HANDLING BUILDING CRANE FOR ZION NUCLEAR POWER STATION, UNITS 1 AND 2 (TAC NOS. J00433 AND J00434)

Dear Mr. Daly:

By letters dated May 31, 2012, and October 25, 2012, as supplemented by letters dated December 20, 2012, January 17, 2013, February 21, 2013, April 4, 2013, and May 16, 2013, you submitted an application, pursuant to Section 50.90 of Title 10 of the Code of Federal Regulations (10 CFR), requesting a License Amendment for the decommissioning Zion Nuclear Power Station (ZNPS) Units 1 and 2.

The proposed amendment to Facility Operating License Nos. DPR-39 and DPR-48, requested approval of the upgraded Fuel Handling Building crane. As discussed in the enclosed Safety Evaluation, the crane upgrade conforms to the American Society of Mechanical Engineers (ASME) "Rules for Construction of Overhead and Gantry Cranes (Top Running Bridge, Multiple Girder)," NOG-1, 2004 Edition, as an acceptable means of meeting the criteria in NUREG-0554, "Single-Failure-Proof Cranes for Nuclear Power Plants," and conforms to any applicable criteria listed in NUREG-0612, "Control of Heavy Loads at Nuclear Power Plants: Resolution of Generic Technical Activity A-36," Appendix C.

This amendment revises the ZNPS Licenses. A copy of the related Safety Evaluation is enclosed. The Notice of Issuance will be included in the Commission's next biweekly Federal Register notice. This amendment involves changes to the ZNPS License that change a requirement with respect to installation or use of a facility component located within the restricted area. The staff has determined that the amendment involves no significant increase in the amounts, and no significant change in the types, of any effluents that may be released offsite, and that there is no significant increase in individual or cumulative occupational radiation exposure. NRC has previously issued a proposed finding that the amendment involves no significant hazards consideration (77 FR 47123; August 7, 2012), and there has been no public comment on such finding. NRC staff has made a final determination that the proposed amendment does not involve a significant hazards consideration. Accordingly, the amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(9). Pursuant to 10 CFR 51.22(b), no environmental impact statement or environmental assessment needs to be prepared in connection with the issuance of this amendment.
