Dear Mr. Ajluni:

By letter dated September 9, 2011 (Agencywide Documents Access and Management System Accession No. ML 112521438), Southern Nuclear Operating Company, Inc. (SNC or the licensee), submitted a license amendment request regarding FNP to add Surveillance Requirement 3.3.1.14 to Technical Specification Table 3.3.1-1, "Reactor Trip System Instrumentation," Function 3, "Power Range Neutron Flux High Positive Rate." By letter dated February 3, 2012, SNC responded to a request for additional information (RAI). With respect to the response to RAI No.2, please provide the allocation time for processing the Power Range Neutron Flux High Positive Rate Trip (PFRT) function.

WCAP-13632-P-A, Revision 2, "Elimination of Pressure Sensor Response Time Testing Requirements," identifies a bounding generic rack response time allocation applicable to the protection functions in accordance with the protection function hardware.

Accordingly, the staff is requesting information about the bounding allocation time for the PFRT function for Farley, Units 1 and 2. Note that the WCAP allows users to estimate response time allocation times, using the specific channel card string for the protective function.

Please indicate whether that is SNC's practice in this regard. If a different practice or approach is used to derive the allocation time, please include a specific explanation in your response.

Please provide your response to the RAI within thirty (30) days of the date of this letter.
