Inconsistenc BetweenSurveillance T/STable4.3-2requiresthatbothtrainsofmanualactuation circuitry, withtheexception oftheswitches, betestedmonthly.Theswitches, perNote1ofTable4.3-2,arerequiredtobetestedevery18months.'Piththeexception ofsteamlineisolation, themanualswitchesinputdirectlyintotheirassociated trainssolidstateprotection s"stem(SSPS).Themonthlytestingthatisperformed forthemanualactuation circuitry (exceptsteamlineisolation) iscompletely encompassed bytheautomatic actuation logictestingoftheSSPS,whichperT/STable4.3-2istobeperformed every31daysonastaggered trainbasis,essentially bimonthly

.Thedifferent testingfrequencies forthesameequipment appears;obeaninconsistency inourT/Ss,whichisnotfoundinRevision~ofcheSTS.Rev.4oftheSTSdoesnot Attachment 1toAEP:NRC:1030 Page5requiremonthlychannelfunctional testingofthemanualcircuitry.

Rather,itrequiresthata"TripActuating DeviceOperational Test"beperformed every18months.ThisisdefinedbytheSTSasfollows:ATRIPACTUATING DEVICEOPERATIONAL TESTshallconsistofoperating theTripActuating Deviceandverifying OPERABILITY ofalarm,interlock, and/ortripfunctions.

TheTRIPACTUATING DEVICEOPERATIONAL TESTshallincludeadjustment, asnecessary, oftheTripActuating Devicesuchthatitactuatesattherequiredsetpointwithintherequiredaccuracy.

Theinconsistency inourT/Srequiredtestingfrequency fortheportionofthecircuitry notinvolving themanualswitchesisbelievedtobeanerror,whichwascorrected inlaterversionsoftheSTSbyadoptingthe"TripActuating DeviceOperational Test"described above.Tocorrecttheinconsistency inourT/Ss,weareproposing toadopttheSTSrequirement forthemanualswitches, andtoapplythemonthlytestingofthebalanceofthecircuitry onlytosteamlineisolation.

Theterm"TripActuating DeviceOperational Test"isproposedfortheDefinition Section(1)oftheT/SsandtoT/S4.3.2.1.1.

Monthlytestingoftheautomatic actuation logichasshowntheSSPSattheCookNuclearPlanttobeextremely reliable.

Therefore, webelievethatthefrequency fortestingthemanual'ircuitry (exceptforsteamlineisolation) canbemadeconsistent withtheotherSSPStestrequirements withoutendangering publichealthandsafety.ChaneNo.4Technical

ActionReuirements forManualSteamLineIsolation Thischangeproposesamodification tofunctional unit4.a(SteamLineIsolation-Manual) ofT/STable3.3-3,forthepurposeofachieving greaterconsistency withtheSTS.Ascurrently written,theactionstatement forfunctional unit4.a(Action18)requirestheunittobeplacedinMode3within54hoursifthenumberofoperablechannelsisonelessthanthetotal.ThisdifiersfromtheSTSrequirement, whichrequiresthatthesteamlinestop'alve associated withtheinoperable manualchannelbedeclaredinoperable ifthecauseofthechannelinoperability isnotcorrected within48hours.Theactionrequirement-of T/S3.7.1.5(SteamGenerator StopValves)isthenfollowed.

Forop~."a'on inMode1,operation withoneinoperable butopenstopval;~e~nproceedforfourhours.Ifthecauseof Attachment 1toAEP:NRC:1030 Page6theinoperability isnotcorrected, powermustbereducedbelowfivepercentofratedthermalpowerwithinthenexttwohours.ForModes2and3,operation may'continue providedthestopvalveismaintained closed.Meareproposing tochangetheactionrequirements forT/STable3.3-3functional unit4.atobeconsistent withtheSTS.Theactionrequirement ischangedfromthecurrentaction18toanewaction20,whichisconsistent withtheSTSrequirement.

Theproposedchangeprovidesinternalconsistency withintheT/Ssbymakingtheactionrequirements forthesteamlinemanualactuation circuitry consistent withthosefortheassociated stopvalves.Thechangealsoprovidesconsistency withtheSTS.ChaneNo.5Editorial ThischangeproposestocorrectanerrorinT/STable3.3-5regarding functions l.aandl.b.,Aspreviously written,themanualstartofthecontainment airrecirculation fansisgroupedwiththesafetyinjection andrelatedfunctions.

Thestartofthefansactuallyisassociated withtheswitchesoffunctional groupl.b(containment sprayandrelatedfunctions).

Therefore, weareproposing tomovethefunctionfromfunctionl.atofunctionl.b.Thischangeisalsoreflected inourproposedfunctional unit9forT/STables3.3-3,3.3-4and4.3-2,whichwasdescribed inChangeNo.1above.10CFR50.92Evaluation Per10CFR50.92,aproposedamendment willnotinvolveasignificant hazardsconsideration iftheproposedamendment doesnot:(1)involveasignificant increaseintheprobability orconsequences ofanaccidentpreviously evaluated, (2)createthepossibility ofanewordifferent kindofaccidentfromanyaccidentpreviously analyzedorevaluated, or(3)involve.isignificant reduction inamarginofsafety.Criterion 1ChangeNos.1,2a:".d5areadministrative innature.Theyinvolverewriting theT/Ss:"yarding ESFmanualactuations sothatthefunctions aremorci:curately portrayed inthedocument, orso Attachment 1toAEP:NRC:1030 Page7thatthedocumentisinternally consistent.

ChangeNo.3,involving theESFmanualcircuitry testingwillreducethefrequency oftheportioninvolving theSSPSfromonceeverymonthtoonceeveryothermonth.Thischangecorrectsaninconsistency inourT/Ssbetweentherequirements forthemanualcircuitry andtheSSPSrequirements whichwasrecognized andcorrected inlaterversionsoftheSTS.Ourreviewofthesurveillance testhistoryofthemonthlySSPStestshasshownthatthesystemishighlyreliable, andgivesusconfidence thatthechangeintestfrequency willnotendangerpublichealthandsafety.ChangeNo.4,tothemanualsteamlineisolation circuitry, providesinternalconsistency inourT/Ssbymakingtheactionrequirements forthemanualactuation circuitry consistent withtheassociated stopvalves.Thechangeisconsistent withtheSTS.Forthesereasons,itisourbeliefthattheproposedchangesdonotinvolveasignificant increaseintheprobability orconsequences ofapreviously evaluated

accident, nordotheyinvolveasignificant reduction inamarginofsafety.Criterion 2Thechangeswillnotintroduce anynewmodesofplantoperation, norwillanyphysicalchangestotheplantberequired.

Thus,thechangesshouldnotcreatethepossibility of'anewordifferent kindofaccidentfromanyaccidentpreviously analyzedorevaluated.

Criterion 3SeeCriterion 1,above.Lastly,wenotethattheCommission hasprovidedguidanceconcerning thedetermination ofsignificant hazardsbyproviding certainexamples(48FR14870)ofamendments considered notlikelytoinvolvesignificant hazardsconsideration.

Thefirstoftheseexamplesreferstochangeswhichareadministrative innature:forexample,changestoachieveconsistency throughout theT/Ss,correction oferrors,orchangesinnomenclature.

ChangeNos.1,2and5areinthiscategoryinthattheyclarifytheT/Ssandmakethemmoreinternally consistent.

Thesixthexamplereferstochangeswhichmay".esultinsomeincreasetotheprobability orconsequences ofapreviously analyzedaccident, butwheretheresultsofthechangeareclearlywithinacceptable limits.ThisexampleisrelevanttochangeNos.3and4sincethechangesareconsistent withtheSTS.Basedonthediscussion above,weconcludethattheexampiescitedarerelevantandthatthechangesshouldnotrequiresignificant hazardsconsideration.
