I have confirmed that we have no significant changes and are not planning a revision to the Revised PSDAR submitted by HDI in December 2019.

HDI is working on a licensing action timeline for near term submittals and will be providing a detailed summary within the next 2 weeks.

As we discussed, HDI intends to submit exemption requests and LARs related to the end of the Zirc Fire window in 3rd quarter of 2021. The methodology we will use is currently under review by NRC.

This methodology is expected to make NRCs review of these submittals more efficient (and more importantly, the methodology provides a significant and recognizable safety benefit for permanently shutdown nuclear power plant facilities). We look forward to scheduling a pre-submittal meeting in the July time frame to discuss our proposed submittals and the associated schedules.

Also, as we discussed, we will be working to establish regular NRC touchpoint calls that include NRR and NMSS Project Management as well as the Region 1 site resident, lead inspector and management. At HDI and CDI, we are very excited to have transferred the licenses and ownership of the IPEC site to our Holtec Decommissioning Fleet. We look forward to productive and transparent interactions with NRC, the New York State agencies and the local stakeholders.

Holtec submittals for Indian Point

Matt, As discussed, please confirm back whether the preliminary PSDAR submittal made by HDI in Dec 2019 is the intended PSDAR submission, now as licensee for Indian Point, and/or if there are any planned revisions to the initial submittal. For your reference, Ive attached a similar confirmation request/response from July 2019 for Oyster Creek.

Also, please provide your intended plans / timeline for near term submittals (namely, the EP related licensing actions, as well as any other planned submittals such as offsite and onsite insurance requirement exemptions). As I mentioned, we intend to review the EP submittals in our expected 12-month from acceptance timeframe. If needed I can set up a pre-submittal meeting with HDI and NRC technical staff to facilitate the preparation of your submittals and the staffs subsequent review.
