48 CFR PART 20, NRC ACQUISITION REGULATION, PROPOSED RULE The Office of the Chief Information Officer has reviewed the subject proposed l rule and concurs-in it. ~However, please replace the Paperwork Reduction Act i Statement with Attachment 1 and S2001.105, "Information collection requirements: OMB approval." with Attachment 2. In addition, we offer the following suggestions / comments for your consideration in preparing the final version of the proposed rule:

l Revise S2033.103 to include the FAR citation to make it clear that  !

this is not an NRC requirement that requires OMB clearance. '

For clarity, in S2052.204-70, use the FAR citation instead of "the changes clause."

As indicated in our June 23, 1998, memorandum, section $2052.209-72(f) is unclear. We suggest that you replace "this clause" with

'"S2052.209-72" for clarity. In addition it is unclear why paragraph (f) is specifically cited for inclusion, as it is contained in the clause that must be included. Moreover, it is unclear why paragraph (f), which appears to merely contain the requirement "to include the clause and paragraph (f)," must be included in any subcontracts.

The rule remains on hold with the Office of Administration pending OCIO approval of the OMB clearance package. We are working directly with Susan Hopk+.s of your staff to refine it.  ;

! i PAPERWORK REDUCTION ACT STATEMENT This proposed rule amends information collection requirements that are subject to the Paperwork Reduction Act of 1995 (44 U.S.C. 3501 et seq.).

This rule has been submitted to the Office of Management and Budget for review and approval of the paperwork requirements.

Because the rule will reduce existing information collection requirements, the public burden for this information collection is expected to be decreased by hours per licensee. This redwtion includes the time required for reviewing instructions, searching existing data sources, gathering and maintaining the data needed and completing and reviewing the information collection. The U.S. Nuclear Regulatory Commission is seeking public comment on the potential impact of the information collections contained in the proposed rule and on the following issues:

1. Is the proposed information collection necessary for the proper performance of the functions of the NRC, including whether the informatior. will have practical utility?
2. Is the estimate of burden accurate?
3. Is there a way to enhance the qualit of the information to be collected? y, utility, and clarity
4. How can the burden of the information col'eection be minimized, including the use of automated collection techniques?
