RESPONSE TO REQUESTED INFORMATION REGARDING CULTURAL AND HISTORIC RESOURCES FOR THE RANCHO SECO NUCLEAR GENERATING STATION LICENSE TERMINATION PLAN
Dear Mr. Donaldson:
I am writing in response to your letter, dated February 15, 2007, in which you made a number of requests for information and clarification. Specifically, you requested clarification regarding this undertaking and, in particular, what future improvements or soil excavation and remediation may be involved. The U.S. Nuclear Regulatory Commission (NRC) is engaging in an undertaking, as defined, in 36 CFR 800.16(y), based on its approval process for the subject License Termination Plan (LTP); hence, the scope of this undertaking is limited and focused on the time of license termination. This LTP includes a brief summary of the site radiological characterization effort (prior to cleanup), identification of remaining decommissioning activities, and a General Information Section (including a brief historical background of the reactor operation, a site description, decommissioning approach, and a plan summary). Further, approval of the Rancho Seco Nuclear Generating Station (Rancho Seco) LTP does not involve land owned by or a project funded by the Federal Government. Additionally, the Sacramento Municipal Utility District (SMUD) has identified its plans to keep the permanent buildings and structures at the Rancho Seco site after NRC license termination. However, any future activities involving decontaminated buildings or improvements at the site will not require NRC approval and, hence, fall outside the scope of this undertaking. Additionally, the decommissioning activities at the Rancho Seco site do not require prior NRC approval before being conducted and, at this time, many are completed. Hence, Rancho Seco decommissioning activities fall outside the scope of this undertaking.
As requested, I am enclosing copies of industrial area maps for Rancho Seco (Enclosures 1 and 2), as well as a map showing the licensed area and surrounding property (Enclosure 3),
and a map of the impacted area (Enclosure 4). The industrial area comprises the total of the NRC licensed site and is considered by NRC to be the Area of Potential Effect, noting that this area has already been disturbed during construction and operation. The impacted area, as defined in 10 CFR 50.2, means the area with some reasonable potential for residual radioactivity in excess of natural background or fallout levels. Additionally, I am forwarding a copy of the Sacramento State College, Department of Anthropology Report (Enclosure 5),
dated March 5, 1971, as you requested.

Donaldson 2 In response to your recommendation that NRC evaluate the property history using Criterion Consideration G (identified by the U.S. Department of Interior (DOI) as a property achieving significance with the past 50 years if it is of exceptional importance), NRC staff talked with SMUD Rancho Seco representatives regarding the site history and reviewed the DOI guidance.
The site history does not appear to meet the level of exceptional importance in the DOI Guidelines for Evaluating and Nominating Properties that Have Achieved Significance Within the Past Fifty Years(1998).
