REVISION TO RESPONSE TO REGION III TECHNICAL ASSISTANCE REQUEST - LASALLE STATION INDEPENDENT SPENT FUEL STORAGE INSTALLATION (ISFSI) PAD -
SEISMIC DESIGN LASALLE STATION REGION III TECHNICAL ASSISTANCE REQUEST (TAR) DATED 10-20-2009 On October 16, 2009, NRC Region III transmitted a Technical Assistance Request (TAR) to the NMSS Division of Spent Fuel Storage and Transportation (DSFST), concerning the independent spent fuel storage installation (ISFSI) Pad constructed at the LaSalle Station (LS). In your request, you asked that DSFST review related background documents as shown in the TAR, performed by the licensee (Exelon Nuclear) and their contractor(s) HOLTEC and others that address the seismic design and analysis of the ISFSI Pad. These potential problems were raised as part of an Inspection currently under review by Region III; however, the scope of our review was limited to the licensees evaluations in the referenced documents (Package ADAMS accession number ML092881250) and determining the appropriateness and applicability of the use of nomograms presented in the NUREG/CR-6865 for analysis and design of the ISFSI Pad, in order to determine whether the licensees meet regulatory requirements.
DSFST has completed its review of the licensees seismic analyses of the LS ISFSI Pad and provides the enclosed assessment in response to your assistance request. Based on our review of the methodology, approach, results and conclusions documented by the licensee and its consultants, the SFST staff concludes that the seismic design of the LS ISFSI foundation has not met the requirements of the CoC and that the structural performance of the foundation has not met the applicable acceptance criteria during a safe-shutdown earthquake. Please note that our review, summary and conclusions are pertinent to LaSalle Station ISFSI pad only.
Enclosed, per your request, is a revised version of the response to the TAR delivered to you January 8, 2010, correcting typographical errors.
