SUMMARY
OF APRIL 12, 2005, TELEPHONE CONFERENCE REGARDING THE EMERGENCY PLAN FOR THE ABOVE FACILITIES (TAC NOS. MC6669 THRU 6684)
On April 12, 2005, the U.S. Nuclear Regulatory Commission (NRC) staff held a telephone conference (telecon) with Exelon's representatives regarding the above subject. The telecon is consistent with the pre-application conference discussed in " NRC Regulatory Issue Summary 2005-02, Clarifying The Process For Making Emergency Plan Changes," dated February 14, 2005. The licensee requested the telecon to discuss the completeness of their forthcoming application and in particular its content. The participants are listed in the attachment.
Exelon's representatives stated that the revision to the emergency plan (EP) affects the activation time for the technical support center (TSC), the operation support center (OSC), and the emergency operations facility (EOF) at the stations listed above. Exelon is considering increasing the facility activation time to 90 minutes from the currently approved activation time of 60 minutes. The justification for this increase is the ability to capitalize on an increased pool of available resources that currently exceed the 60-minute response time capability, additional on-shift staffing to compensate for the change in augmentation time, and the activation of the emergency response facilities (TSC, OSC, and EOF) at the declaration of an alert. Exelon's representatives stated that their proposal will present an alternate method for complying with the regulations, and, therefore, they do not consider their forthcoming submittal as decreasing the effectiveness of their EP. The staff did not provide any comments on this issue.
Exelon's representatives stated that there are several recent NRC approvals of similar issues for other facilities. Some of the facilities cited were Columbia Generating Station and Watts Bar which were approved on August 31 and June 24, 2004, respectively.
The NRC staff requested the licensee to address the following issues in the submittal:
(1) bounding the time to assume command and control associated with the 90-minute activation time; (2) effects of the revision on the EOFs, including the impact on public health and safety; (3) functional comparison that demonstrates that no gaps in functions exist; (4) evaluation against each station's approved plan including a historical review of the changes to the emergency plan; and (5) the justification of the separation of command and control from activation.
