Attachment1toAEP:NRC:1030Page5requiremonthlychannelfunctionaltestingofthemanualcircuitry.Rather,itrequiresthata"TripActuatingDeviceOperationalTest"beperformedevery18months.ThisisdefinedbytheSTSasfollows:ATRIPACTUATINGDEVICEOPERATIONALTESTshallconsistofoperatingtheTripActuatingDeviceandverifyingOPERABILITYofalarm,interlock,and/ortripfunctions.TheTRIPACTUATINGDEVICEOPERATIONALTESTshallincludeadjustment,asnecessary,oftheTripActuatingDevicesuchthatitactuatesattherequiredsetpointwithintherequiredaccuracy.TheinconsistencyinourT/Srequiredtestingfrequencyfortheportionofthecircuitrynotinvolvingthemanualswitchesisbelievedtobeanerror,whichwascorrectedinlaterversionsoftheSTSbyadoptingthe"TripActuatingDeviceOperationalTest"describedabove.TocorrecttheinconsistencyinourT/Ss,weareproposingtoadopttheSTSrequirementforthemanualswitches,andtoapplythemonthlytestingofthebalanceofthecircuitryonlytosteamlineisolation.Theterm"TripActuatingDeviceOperationalTest"isproposedfortheDefinitionSection(1)oftheT/SsandtoT/S4.3.2.1.1.MonthlytestingoftheautomaticactuationlogichasshowntheSSPSattheCookNuclearPlanttobeextremelyreliable.Therefore,webelievethatthefrequencyfortestingthemanual'ircuitry(exceptforsteamlineisolation)canbemadeconsistentwiththeotherSSPStestrequirementswithoutendangeringpublichealthandsafety.ChaneNo.4Technical:ActionReuirementsforManualSteamLineIsolationThischangeproposesamodificationtofunctionalunit4.a(SteamLineIsolation-Manual)ofT/STable3.3-3,forthepurposeofachievinggreaterconsistencywiththeSTS.Ascurrentlywritten,theactionstatementforfunctionalunit4.a(Action18)requirestheunittobeplacedinMode3within54hoursifthenumberofoperablechannelsisonelessthanthetotal.ThisdifiersfromtheSTSrequirement,whichrequiresthatthesteamlinestop'alveassociatedwiththeinoperablemanualchannelbedeclaredinoperableifthecauseofthechannelinoperabilityisnotcorrectedwithin48hours.Theactionrequirement-ofT/S3.7.1.5(SteamGeneratorStopValves)isthenfollowed.Forop~."a'oninMode1,operationwithoneinoperablebutopenstopval;~e~nproceedforfourhours.Ifthecauseof Attachment1toAEP:NRC:1030Page7thatthedocumentisinternallyconsistent.ChangeNo.3,involvingtheESFmanualcircuitrytestingwillreducethefrequencyoftheportioninvolvingtheSSPSfromonceeverymonthtoonceeveryothermonth.ThischangecorrectsaninconsistencyinourT/SsbetweentherequirementsforthemanualcircuitryandtheSSPSrequirementswhichwasrecognizedandcorrectedinlaterversionsoftheSTS.OurreviewofthesurveillancetesthistoryofthemonthlySSPStestshasshownthatthesystemishighlyreliable,andgivesusconfidencethatthechangeintestfrequencywillnotendangerpublichealthandsafety.ChangeNo.4,tothemanualsteamlineisolationcircuitry,providesinternalconsistencyinourT/Ssbymakingtheactionrequirementsforthemanualactuationcircuitryconsistentwiththeassociatedstopvalves.ThechangeisconsistentwiththeSTS.Forthesereasons,itisourbeliefthattheproposedchangesdonotinvolveasignificantincreaseintheprobabilityorconsequencesofapreviouslyevaluatedaccident,nordotheyinvolveasignificantreductioninamarginofsafety.Criterion2Thechangeswillnotintroduceanynewmodesofplantoperation,norwillanyphysicalchangestotheplantberequired.Thus,thechangesshouldnotcreatethepossibilityof'anewordifferentkindofaccidentfromanyaccidentpreviouslyanalyzedorevaluated.Criterion3SeeCriterion1,above.Lastly,wenotethattheCommissionhasprovidedguidanceconcerningthedeterminationofsignificanthazardsbyprovidingcertainexamples(48FR14870)ofamendmentsconsiderednotlikelytoinvolvesignificanthazardsconsideration.Thefirstoftheseexamplesreferstochangeswhichareadministrativeinnature:forexample,changestoachieveconsistencythroughouttheT/Ss,correctionoferrors,orchangesinnomenclature.ChangeNos.1,2and5areinthiscategoryinthattheyclarifytheT/Ssandmakethemmoreinternallyconsistent.Thesixthexamplereferstochangeswhichmay".esultinsomeincreasetotheprobabilityorconsequencesofapreviouslyanalyzedaccident,butwheretheresultsofthechangeareclearlywithinacceptablelimits.ThisexampleisrelevanttochangeNos.3and4sincethechangesareconsistentwiththeSTS.Basedonthediscussionabove,weconcludethattheexampiescitedarerelevantandthatthechangesshouldnotrequiresignificanthazardsconsideration.}}
TheseproposedchangeshavebeenreviewedbythePlantNuclearSafetyReviewCommittee andwillbereviewedbytheNuclearSafetyandDesignReviewCommittee attheirnextregularly scheduled meeting.Incompliance withtherequirements of10CFR50.91(b)(1),

TheTRIPACTUATING DEVICEOPERATIONAL TESTshallincludeadjustment, asnecessary, oftheTripActuating Devicesuchthatitactuatesattherequiredsetpointwithintherequiredaccuracy.

ChangeNo.3,involving theESFmanualcircuitry testingwillreducethefrequency oftheportioninvolving theSSPSfromonceeverymonthtoonceeveryothermonth.Thischangecorrectsaninconsistency inourT/Ssbetweentherequirements forthemanualcircuitry andtheSSPSrequirements whichwasrecognized andcorrected inlaterversionsoftheSTS.Ourreviewofthesurveillance testhistoryofthemonthlySSPStestshasshownthatthesystemishighlyreliable, andgivesusconfidence thatthechangeintestfrequency willnotendangerpublichealthandsafety.ChangeNo.4,tothemanualsteamlineisolation circuitry, providesinternalconsistency inourT/Ssbymakingtheactionrequirements forthemanualactuation circuitry consistent withtheassociated stopvalves.Thechangeisconsistent withtheSTS.Forthesereasons,itisourbeliefthattheproposedchangesdonotinvolveasignificant increaseintheprobability orconsequences ofapreviously evaluated

accident, nordotheyinvolveasignificant reduction inamarginofsafety.Criterion 2Thechangeswillnotintroduce anynewmodesofplantoperation, norwillanyphysicalchangestotheplantberequired.

Thus,thechangesshouldnotcreatethepossibility of'anewordifferent kindofaccidentfromanyaccidentpreviously analyzedorevaluated.

Criterion 3SeeCriterion 1,above.Lastly,wenotethattheCommission hasprovidedguidanceconcerning thedetermination ofsignificant hazardsbyproviding certainexamples(48FR14870)ofamendments considered notlikelytoinvolvesignificant hazardsconsideration.
