Accession No. ML12221A336 From: Tam, Peter Sent: Wednesday, August 08, 2012 2:20 PM To: 'Kissinger, Peter W.'; Anderson, Paula K.; 'Loeffler, Richard A.' Cc: Roundtree, Amy; Crockett, Jack Subject: Monticello - Draft RAi on changes to security plan (TAC D91660 and MD7121) Paula:

By letter dated July 12, 2012 (Accession No. ML12199A016), Northern States Power Company submitted the Monticello Nuclear Generating Plant's Physical Security Plan (PSP), Training and Qualification Plan (T&QP), and Safeguards Contingency Plan (SCP), Revisions 12 and 13. The enclosure to the letter contained Safeguards Information and has been withheld from public disclosure. The Nuclear Regulatory Commission (NRC) staff is currently reviewing the submittal to ensure compliance with Title 10 of the Code of Federal Regulations (10 CFR), Section 50.54(p)(2). The NRC staff has determined that the additional information requested below is needed to complete its review.

1. In section 15.1 of the PSP the license describes illumination at Monticello Nuclear Generating Plant. Does the use of alternate technology used for the assessment of the PA perimeter in no-light or low light conditions meet the requirements 10 CFR 73.55(e)(7)(i)(C) and 73.55(i)(2)? Also, make appropriate changes to the site's PSP to ensure the language clearly articulates what technology is used for assessment of the PA perimeter in no-light or low light conditions. 2. In sections 15.1 and 15.2, the PSP describes illumination and the use of alternate technology in no-light or low light conditions. It is unclear from the language whether the alternate technology is on an uninterruptible power source (UPS). Describe the portions of illumination and alternate technology that are on UPS. Additionally, make appropriate changes to the site's PSP to ensure the language clearly articulates which equipment is on a UPS.

You may choose to accept this e-mail as conveying a formal Request for Additional Information, and respond to the above questions within 45 days of the date of this e-mail. Alternatively, you may request to hold a conference call with the NRC staff during which we will discuss disposition of the above questions, and a date for your official response.
