VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNIT NO. 1 PROPOSED TECHNICAL SPECIFICATIONS CHANGE Pursuant to 10 CFR 50.90, Virginia Electric and Power Company requests an amendment in the form of a change to the Technical Specifications to Operating License No. NPF-4 for North Anna Power Station Unit No. 1.
The proposed amendment would reinstate Specification 3.4.9.1.c which was erroneously deleted via License Amendment No. 74.          Specificetion 3.4.9.1.c specifies: "a maximum temperature change of less than or equal to 10 'F in any one hour period during inservice hydrostatic and leak testing operations above the heatup and cooldown limit curves." An identical requirement is contained in North Anna Unit 2 Technical Specifications.
This request has been reviewed and approved by the Station Nuclear Safety
!                and Operating Committee and the Safety Evaluation and Control Staff. It
!                has been determined that the proposed change does not involve an unreviewed safety question as defined in 10 CFR 50.59 or a significant    !
hazards consideration as defined in 10 CFR 50.92, l
We have evaluated this request in accordance with the criteria in 10 CFR  '
170.12. A check in the amount of $150 is enclosed as an application fee.
