The purpose of this letter is to supplement a license amendment request (Reference 2) as discussed with and requested by the staff of the Office of Nuclear Reactor Regulation. The proposed license condition submitted in Reference 2 did not include a list of the applicable Fire Protection Safety Evaluations (SEs) as required by Generic Letter 86- 10 (Reference 1). These SEs are now listed in the proposed license condition as noted below. The conclusions reached by the original No Significant Hazards Consideration are not affected by this change and remain valid.
Nebraska Public Power District requests that the proposed license condition, to replace the existing Section 2.C.(4), be revised as follows:
The licensee shall implement and maintain in effect all provisions of the approved fire protection program as described in the Cooper Nuclear Station (CNS) Updated Safety Analysis Report and as approved in the Safety Evaluations dated November 29, 1977; May 23, 1979; November 21, 1980; April 29, 1983; April 16, 1984; June 1, 1984; January 3, 1985; August 21, 1985; April 10, 1986; September 9, 1986; November 7, 1988; February 3, 1989; August 15, 1995; and July 31, 1998, subject to the following provision:
The licensee may make changes to the approved fire protection program without prior approval of the Commission only if those changes would not adversely affect the ability to achieve and maintain safe shutdown in the event of a fire.

Future changes to the fire protection program may be made without prior Nuclear Regulatory Commission (NRC) approval so long as the modification is made consistent with the License Condition as allowed by 10 CFR 50.59(c)(4).
This letter provides a notarized affidavit pursuant to 10 CFR 50.30(b). This proposed amendment has been reviewed by the necessary NPPD safety review committees (Station Operations Review Committee and Safety Review and Audit Board) and incorporates all amendments to the CNS Facility Operating License through Amendment 198. By copy of this letter, the appropriate State of Nebraska official is notified in accordance with 10 CFR 50.91 (b)(l). Copies to the NRC Region IV office and the CNS Resident Inspector are also being provided in accordance with 10 CFR 50.4(b)(1).
