Appendix A, Technical Specifications to Facility Operating Licenses DPR-30 for

! Quad Cities Nuclear Power Station. The proposed Technical Specification reflects the removal of the Head Sprn; and CRD Return Line piping which will be performed during the upcoming Unit 2 outage. A similar Technical

! Specification amendment was submitted in referenced letter. The planned ,

l modification is part of the Intergranular Stress Corrosion Cracking (IGSCC) l mitigation program.

1 The proposed changes are provided in Attachment I and further described in Attachments 2 and 3. The proposed changes have been reviewed and l approved by both On-site and Off-Site Review in accodance with Commonwealth

! Edison Company's procedures. The proposed amendments have been reviewed in accordance with 10 CFR 50.92 (c) and it has been determined that no I

significant hazards consideration exists. The evaluation is documented in Attachment 4.

i l The modification is currently scheduled to be performed during the Unit 2 Refueling Outage scheduled to begin on February 5, 1990. The license amendment is requested to be effective April 28, 1990 which is the current restart of scheduled Unit 2 .
