SUMMARY

OF JUNE 28 , 2018 , MEETING TO DISCUSS OPERABILITY DETERMINATIONS AND FUNCTIONALITY ASSESSMENTS FOR CONDITIONS ADVERSE TO QUALITY OR SAFETY On June 28, 2018, U.S. Nuclear Regulatory Commission (NRC) staff held a Category 2 meeting with representatives from the Nuclear Energy Institute (NEI) and industry

. The purpose of the meeting was to provide an overview of the newly created NEI 1 8-03, "Operability Determination,"

and discuss how to enhance the predictability and efficiency of the operability determination. All information related to the meeting and discussed in this summary can be found in the Agencywide Documents Access and Management System Accession No.

NEI presented six major areas for future discussion. These future discussions will provide the basis for potential revision to Inspection Manual Chapter 0326 , "Operability Determinations & Functionality Assessments for Conditions Adverse to Quality or Safety."

At the meeting, NEI presented information on the industry operability determination process in NEI 18-03. During the presentation, the NRC staff asked a number of technical clarification questions and NEI provided brief explanations. The NRC staff question s included: 1) information related to the operability decision; 2) the formality of the process for non

-operability determinations; 3) the length of time before an NEI 18

-03 assessment would be conducted to determine operability; 4) how shutdown units would be considered in an operability determination for other units; and 5) whether NEI 18

-03 would require changes to plant technical specifications.

Holonich, NRR/DLP 301-415-7297 In the closing remarks, NEI focused on the schedule provided in its presentation and noted that the expectation was to complete the effort by the summer 2019. Supporting this schedule would mean public interactions for all but a few months through June 2019. One question from the NRC staff related to the three entry requirements in Section 4.1, "Three Required Entry Criteria," of NEI 18

-03. The staff noted that there was a discussion that the non

-operability determination was informal. NEI committed to look at Section 4.1 and determine if changes were needed.

The NRC staff closed the meeting by stating that NEI 18

-03 provided by NEI was intended for NRC edification but NEI did not expect any comments or endorsement. NEI confirmed that no comment or endorsement were expected.

Following the meeting a stakeholder provided comments via email. Those comments can be found in the meeting package referenced earlier.

The sole action from the meeting was for NEI to determine if any changes are needed to Section 4.1. Docket No.: 99902028
