April 23, 2018 MEMORANDUM TO: Dennis C. Morey, Chief Licensing Processes Branch Division of Licensing Projects Office of Nuclear Reactor Regulation FROM: Joseph J. Holonich, Senior Project Manager /RA/
Licensing Processes Branch Division of Licensing Projects Office of Nuclear Reactor Regulation
SUBJECT:
SUMMARY
OF MARCH 29, 2018, MEETING TO DISCUSS THE ROADMAP FOR PROPOSED INDUSTRY-WIDE MONITORING PROGRAM AND REQUEST FOR ADDITIONAL INFORMATION RESPONSE TEMPLATES On March 29, 2018, U.S. Nuclear Regulatory Commission (NRC) staff met with representatives from industry, the Nuclear Energy Institute (NEI), and the Electric Power Research Institute (EPRI). These organizations will be referred to collectively as the industry in this summary.
The purpose of the meeting was to discuss the roadmap for the proposed industry-wide monitoring program and the generic response template for requests for additional information (RAIs) related to Generic Letter (GL) 2016-01, Monitoring Of Neutron-Absorbing Materials in Spent Fuel Pools. Meeting information, including GL 2016-01, can be found in Agencywide Document Access and Management System Package Accession No.: ML18074A119.
Two presentations were made at the meeting. EPRI gave a presentation on the outline for the roadmap document. During this presentation, the NRC staff and industry engaged in a number of clarification questions. These questions focused on the technical details in the report and the answers helped the NRC staff better understand the information in the presentation. EPRI reported that the roadmap report would be publicly available before the RAI responses were due.
Next, NEI made a presentation on the generic template for responding to the two RAIs.
Discussions during this presentation focused on the proposed template responses to the RAIs.
As a result of those discussions, six actions were identified for NEI.

D. Morey Actions for NEI from the meeting included:
- 1) look to clarify the RAI 1 response to indicate data collection will continue;
- 2) revise the boiling water reactor sentence in RAI 2 response to make a clearer differentiation from the pressurized water reactor sentence;
- 3) correct the EPRI report number cited in the template;
- 4) remove <100 per cent mille definition of insignificant impact in RAI response
- 5) consider adding the report titles in the RAI responses in addition to the numbers; and
- 6) clarify, in the template, that so far in the EPRI research there are no plant-specific concerns with regards to not being bounded by industry operating experience.
