SUMMARY
OF MAY 16, 2018, MEETING WITH THE NUCLEAR ENERGY INSTITUTE AND INDUSTRY TO DISCUSS ANCHOR DARLING GATE VALVE DRAFT TEMPORARY INSTRUCTION On May 16, 2018, the Nuclear Regulatory Commission (NRC) staff held a public meeting with representatives from the Nuclear Energy Institute (NEI) and industry to discuss progress on addressing Anchor Darling Gate Valve Part 21 issues, including a NRC draft Temporary Instruction (TI).
NRC staff thanked industry for the progress being made to resolve Anchor Darling Double Disc Gate Valve issues and informed them that the NRC staff intends to perform inspections using a Temporary Instruction (TI). The NRC staff also inquired about licensees recent experience with the valves, since several licensees are completing spring refueling outages where valves should have been diagnosed and/or repaired. The NRC staff presented the draft TI found at Agencywide Documents Access and Management System (ADAMS) Accession No. ML18058A131. During the meeting, the NRC answered questions and clarified the intent of the TI. NRC slides are available at ADAMS Accession No. ML18135A210.
NEI expressed concerns over language in the draft TI. Industry requested that the NRC revise it to align with the BWROG guidance. NEI felt that the language in the draft TI reflected a new methodology, and therefore, a backfit, particularly with regard to over-torque events, and requested review by the Committee to Review Generic Requirements (CRGR). D. Morey In response, the NRC staff stated that the draft TI was serving two purposes. One purpose is to evaluate how the licensee is responding to the Title 10 of the Code of Federal Regulations (10 CFR) Part 21 reports on the valves. This can include how the licensee is implementing the industry guidance if they are following the industry program. Another purpose is to gather information on the valves to determine whether further regulatory action is needed. The NRC staff stated that the inspection is not intended to establish new design requirements. The staff also stated that the detailed analyses in the draft TI have already been automated and are not expected to take significant inspector resources.
NEI provided a snapshot of industry progress to date. Industry representatives stated that, while analyses would predict problems with many valves, especially during an over-torque event, diagnostics and repair/replacement activities indicate that only the largest valves have damage to the threaded joint connection. NEI stated that they would provide a summary of the operating experience to the NRC staff.
NEI offered to provide a plant to pilot the draft TI. NRC closed out the meeting by suggesting a possible webinar to showcase updates to the draft TI based on this meeting. A list of attendees is available in the ADAMS as Accession No. ML18142A248.
