OF APRIL 8, 2020, CLOSED PRE-SUBMITTAL MEETING WITH WESTINGHOUSE ELECTRIC COMPANY TO DISCUSS WCAP-16097, REVISION 5, COMMON QUALIFIED PLATFORM TOPICAL REPORT (EPID L-2020-TOP-0010)

On April 8, 2020, the U.S. Nuclear Regulatory Commission (NRC) staff held a conference call with representatives of Westinghouse Electric Company (Westinghouse). The call was a pre-submittal meeting to discuss revisions to WCAP-16097, Revision 5, Common Qualified Platform Topical Report [(TR)]. The information related to the meeting can be found in the Agencywide Documents Access and Management System Package Accession No. ML20069A663.

At the meeting, Westinghouse announced the signing of an agreement to acquire the AC160 nuclear technology from ABB. In the open portion of the meeting, Westinghouse representatives made a presentation on the proposed changes to the TR. During the discussion, the NRC staff and Westinghouse representatives engaged in numerous clarifications and questions and answers.

The NRC staff asked about the reason for NRC staff review of this revision. Westinghouse noted that a commercial grade dedication process for the ABB technology is specified in the current version of the TR. The Westinghouse representatives stated that the TR revision was removing all references to ABB in the TR. The Westinghouse representatives also explained that the Westinghouse TR change process requires NRC acceptance for any changes to the TR that are no longer correct.

The Westinghouse representatives further stated that though no impact to previous NRC safety conclusions were expected, the NRC safety evaluation (SE) needed to be updated to reflect the CONTACT: Joseph Holonich, NRR/DORL 301-415-7297

D. Morey changes to platform development processes. The current NRC SE refers to the Westinghouse commercial grade dedication processes as a basis for its safety conclusions.

In the open portion of the meeting, Westinghouse representative reported that Westinghouse planned to submit the TR in June. The Westinghouse representatives said that a minimal TR revision review would be requested in the transmittal letter and would address the questions to demonstrate that the minimal TR revision review could be used.

The Westinghouse representatives explained that the current plan was to request NRC staff approval in late 2020. Further, the Westinghouse representatives said that it needed NRC acceptance to be able to perform platform maintenance or design changes and the timing of NRC acceptance should be aligned with that need.

In the closed portion of the meeting, the Westinghouse representatives provided more details on the changes and the proposed schedule. The information discussed was proprietary, so no details are provided here.
