Docket No. 50-186 University of Missouri-Columbia Research Reactor Renewed Facility Operating License No. R-103 Supplemental Information to support a revision to the Technical Specifications appended to Renewed Facility Operating License No. R-103 pursuant to 10 CFR § 50.90 By letter dated April 17, 2018, the University of Missouri-Columbia Research Reactor (MURR) submitted a request to the, U.S. Nuclear Regulatory Commission (NRC) to revise Technical Specification (TS) 3.7, "Radiation Monitoring Systems and Airborne Effluents," and TS 6.2, "Review and Audit." On October 4, 2018, during a call between MURR and NRC staff, a discµssion was held about improvin~

the clarity and removing any potential ambiguity to TS 6.2.b. TS 6.2.b was revised based on that discussion.

By letter dated October 8, 2018, MURR submitted this ~hange to the NRC. On November 1, 2018, a second d_iscussion was held between MURR and NRC staff to add an additional change to TS 6.2.b. TS 6.2.b was revised again based on that discussion.

By letter dated November 13, 2018, MURR submitted this change to the NRC. On December 3 and again _on December 10, 2018, discussions were held between MURR and NRC staff regarding TS 6.2_._b. TS. 6.2.b was once again revised based on that discussion.

This submittal supersedes the October 8, 2018, and November 13, 2018, submittals in their entirety.

Enclosure 1 contains the proposed, revised TS page A-68 with track changes. Although the intent is for the RAC to continue to Il}eet four (4) times per calendar year, reducing the number of required meetings provides greater flexibility in scheduling these meetings in order to accommodate the majority of committee mein.bers not employed by MURR who work primarily in an academic environment.

This will en~ure greater attendance and participation by committee members, thereby enhancing the comn;iittee's review and audit function in matters pertaining to the safe and reliable operation of MURR. This change also meets the intent of ANSI/ANS-15.1-2018, 6.2.2(1), which states "meeting frequency:

not less than once per calendar year and more frequent as circumstances warrant, consistent with effective monitoring of facility activities." Additionally, in comparison to MURR when considering reactor power level, complexity of the facility, and breath and number of experimental activities being conducted, the 20 MW National Bureau of Standards

_Reactor (NBSR) Safety Evaluation Committee (NBSR TS Review and Audit Committee) is required to meet no less frequent than semi-annually

Thus, MURR feels that the requested change to TS 6.2.b is consistent with the guidance of ANSI/ANS-15.1-2018, the frequency of meetings in comparison to other research and test reactors similar to MURR, does not decrease facility safety, and provides greater flexibility in scheduling RAC meetings, thereby increasing the average attendance at the RAC meetings and increasing the external oversight of activities.

b. The RAC may appoint subcommittees consisting of knowledgeable members of the public, students , faculty , and staff of MU when it deems it necessary in order to effectively discharge its primary responsibilities.

When subcommittees are appointed , these subcommittees shall consist of no less than three (3) members with no more than one (I) student appointed to each subcommittee.

The subcommittees may be authorized to act on behalf of the RAC. The RAC and its subcommittees shall maintain minutes of meetings in which the items considered and the committees

' recommendations are recorded.

Dissemination of the minutes to the Office of the Chancellor , the RAC and its subcommittees shall be done within three-four (M) months after the meetings.

Independent actions of the subcommittees shall be reviewed by the parent committee at the next regular meeting. A quorum of the committee or the subcommittees consisting of at least fifty percent of the appointed members shall be present at any meeting to conduct the business of the committee or subcommittee.

Additionally , reactor facility staff shall not constitute greater than fifty percent of the quorum for a meeting of the RAC. Reactor facility staff shall not constitute a majority of the RAC. The RAC shall meet at least quarterly once in each four ( 4) month period. A meeting of a subcommittee shall not be deemed to satisfy the requirement of the parent committee to meet at least once during each calendar quarter in each four ( 4) month period. c. Any additions , modifications or maintenance to the systems described in these Specifications shall be made and tested in accordance with the specifications to which the system was originally designed and fabricated or to specifications approved by the NRC. d. Following a favorable review by the NRC , the RAC , or the Reactor Facility Management , as appropriate , and prior to conducting any experiment , the Reactor Manager shall sign an authorizing form which contains the basis for the favorable review. e. Audits: (I) Audits of the following functions shall be conducted by an individual or group without immediate responsibility in the area to be audited: 1.
