Docket No. 50-186 University of Missouri-Columbia Research Reactor Renewed Facility Operating License No. R-103 Written communication as specified in 10 CFR 50.54(b)(5) regarding changes to the University of Missouri-Columbia Research Reactor Facility Emergency Plan without prior Commission approval pursuant to 10 CFR 50.54(q)(3)
Attached is the December 8, 2022 change to the University of Missouri-Columbia Research Reactor (MURR) Facility Emergency Plan and the justification for the change. Additionally, the revised pages to the Emergency Plan are included.
The change does not decrease the effectiveness of the MURR Emergency Plan and is being made prior to Commission approval pursuant to 10 CFR 50.54(q)(3). IF you have any questions regarding the change, please contact me at AstrinoR@missouri.edu or by calling (573) 882-5118.

Emergency Control Center The reactor control room or the facility lobby will normally become the Emergency Control Center when the Emergency Organization is activated. Should the situation require evacuation of the entire reactor building, the Emergency Control Center would be moved to the MU Police Department Headquarters.

Should the situation require evacuation of the entire reactor building, the Emergency Control Center would be moved to the UMC -University Hospital and Clinics.
Justification for the change:
The building containing the MU Police Department Headquarters will be inaccessible while undergoing structural repairs. Therefore, the Emergency Management Center at the University Hospital will become the backup the backup Emergency Control Center.
Accessible at all times, it is located 1.2 miles from the reactor facility, well outside the Emergency Planning Zone and the nearest site boundary Page 22, Subsection 9.10 - Revision From:
The MU Police Department Headquarters is located at 901 Virginia Avenue. It is also the MU Emergency Operations Center used to coordinate efforts during any MU emergency.
Therefore, it serves as a good backup Emergency Control Center for MURR.

Justification for the change:
The building containing the MU Police Department Headquarters will be inaccessible while undergoing structural repairs. Therefore, the Emergency Management Center at the University Hospital will become the backup the backup Emergency Control Center.
