THE CURATORS OF THE UNIVERSITY OF MISSOURI - U.S. NUCLEAR REGULATORY COMMISSION SECURITY INSPECTION REPORT NO. 05000186/2022203

Dear Mr. Sanford:

From October 24 - 26, 2022, the U.S. Nuclear Regulatory Commission (NRC) staff conducted a security inspection at the University of Missouri-Columbia Research Reactor facility. The inspection results were discussed on October 26, 2022, with you and members of your staff.

The enclosed report documents the inspection results.

The inspection examined activities conducted under your license as they relate to security, compliance with the Commission rules and regulations, and with the conditions of your license.

The inspector reviewed selected procedures and records, observed activities, and interviewed personnel.

Based on the results of this inspection, the NRC has determined that two Severity Level IV violations of NRC regulatory requirements have occurred. The violations were evaluated in accordance with the NRC Enforcement Policy. The current Enforcement Policy is included on the NRCs website at https:// www.nrc.gov/about-nrc/regulatory/enforcement/enforce-pol.html. Of the two violations, only one is being cited in the enclosed Notice of Violation (Notice). The violation is being cited in the Notice because it constitutes a failure to meet regulatory requirements that has more than minor safety significance and the licensee failed to identify the violation. The other violation is being treated as a non-cited violation (NCV) because all of the criteria in Paragraph 2.3.2.b. of the NRC Enforcement Policy have been satisfied. The circumstances surrounding both violations are described in detail in the subject inspection report.

If you have additional information that you believe the NRC should consider, you may provide it in your response to the Notice. The NRC review of your response to the Notice will also determine whether further enforcement action is necessary to ensure compliance with regulatory requirements. In addition, if you contest the violation or significance of the NCV, you should also provide a response within 30 days of the date of this inspection report, with the basis for your denial.

In accordance with Title 10 of the Code of Federal Regulations (10 CFR) 2.390, Public inspections, exemptions, requests for withholding, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the NRC's document system (Agencywide Documents Access and Management System (ADAMS)).

ADAMS is accessible from the NRC website at http://www.nrc.gov/reading rm/adams.html (the Public Electronic Reading Room). However, because of the security-related information contained in the enclosure, and in accordance with 10 CFR 2.390(d), a copy of the enclosure will not be available for public inspection.
