DeltaTmeasurements weretakenduringunitstartupandeventually wereincorporated intotheovertemperature andoverpower deltaTchannelcalibrations.
Previously, thefullpowerdeltaTvaluehadbeenassumedtobeafixednominalvalue.Thenewsteamgenerators, however,resultedinenoughofachangeinthedeltaTtoplacetheovertemperature andoverpower deltaTchannelcalibrations, whichhadbeenperformed asrequiredpriortoentryintoMode2,outsidetheallowable rangeofT/STable2.2-1.BecausethedeltaTvaluecouldchangeovertimedue,forexample,tosteamgenerator tubepluggingorreactorcoolantpumpflowchanges,wecommitted tomeasuring deltaTvaluesatthebeginning ofeachcycleandadjusting theovertemperature andoverpower deltaTreactortripcalibrations asnecessary.
However,ourT/Sspresently requirethetripstobeoperableinModes1and2.T/S4.0.4prohibits entryintoanoperational modeorotherspecified applicabi11ty condition unlessthesurveillance requirements associated withthelimitingcondition foroperation havebeenperformed.
ThedeltaTmeasurements mustbeperformed atfullpowersincetheovertemperature andoverpower deltaTfunctions aredefined(inTable2.2-1)asafunctionofthedeltaTatrated.thermalpower.Withoutanexemption totherequirements ofT/S4.0.4,theplantmaybeinliteralnoncompliance withtheT/Ssbetweenthetimetheinitialcalibration isperformed (priortoentryintoMode2)andthetimethedeltaTmeasurements aretakenandtheinitialcalibration revised,asnecessary.
Per10CFR50.92,aproposedamendment willnotinvolveasignificant hazardsconsideration iftheproposedamendment doesnot:(1)involveasignificant increaseintheprobability orconsequences ofanaccidentpreviously evaluated, (2)createthepossibility ofanewordifferent kindofaccidentfrom'anyaccidentpreviously analyzedorevaluated, or,(3)involveasignificant reduction inamarginofsafety.

Thechangetherefore correctsaninconsistency inourpresentT/S,andmakestheT/Smoreaccurately reflect,thesystemdesign.SincethechangewillallowustomeasuredeltaTeachcycle,ratherthanassuminganominalvalue,thechangeshouldprovideanenhancement toourcalibration procedure.
Wetherefore donotexpectthechangetoinvolveasignificant increaseintheprobability orconsequences ofapreviously evaluated accidentorsignificantly reducethemarginofsafety.Criterion 2Thechangeinvolvesnophysicalmodifications totheplantnoranysignificant changesinplantoperations.
Therefore, thechangeshouldnotcreatethepossibility ofanewordifferent kindofaccidentfromanyaccidentpreviously analyzedorevaluated.
Criterion 3SeeCriterion 1above.WenotethattheCommission hasprovidedguidanceconcerning thedetermination ofsignificant hazardsbyproviding examples(48FR14870)ofamendments considered notlikelytoinvolvesignificant hazardsconsiderations.
Thefirstexamplereferstochangesthatareadministrative innature:forexample,correction oferrors.ThechangeissimilartothisexampleinthatthepresentT/SdoesnotreflectthefactthatdeltaTmeasurements mustbetakenatfullpower.Thesixthexamplereferstochangeswhichmayresultinsomeincreasetotheprobability orconsequences ofapreviously analyzedaccidentormayreduceinsomewayasafetymargin,butwheretheresultsofthechangearewithinacceptable limits.Technically, thechangeprovidesrelieffromcurrentT/Srequirements regarding operability oftheovertemperature andoverpower deltaTreactortrips.However,thechangewillallowmeasurement ofthedeltaTvalueeachcycle,ratherthanassuminganominalvaluefordeltaT.Thisprovidesanenhancement tothecalibration procedure, andtherefore shouldincreaseratherthandecreasesafety.Basedontheabovediscussion, webelievetheexamplescitedarerelevantandthatthechangeshouldnotinvolvesignificant hazardsconsiderations.
