By letter dated October 19, 2006, the Nuclear Energy Institute (NEI) submitted for U.S. NuclearRegulatory Commission (NRC) staff review, its proposed Quality Assurance Program Description, Revision 0. By letter dated October 27, 2006, NEI designated this program as NEI 06-14. The NRC staff has performed an acceptance review of NEI 06-14, Revision 0, and found that the material presented is sufficient to begin our comprehensive review. The staff expects to issue a request for additional information (RAI) letter by December 8, 2006, and issue its safety evaluation report by February 28, 2007. The staff estimates that this review will require approximately 250 staff hours including project management time. The review schedule milestones and estimated costs were discussed in a telephone call with Jim Fisicaro of your staff on October 30, 2006, wherein, it was agreed that NEI would respond to the staff's RAI letter within 30 days barring complications.Section 170.21 of Title 10 of the Code of Federal Regulations requires that topical reports aresubject to fees based upon the full cost of the review. You did not request a fee exemption; therefore, staff hours and the contractor cost, if applicable, will be billed accordingly.Sincerely/RA/Stephanie M.
