By letter dated April 12, 2007, the Nuclear Energy Institute (NEI) submitted for U.S. NuclearRegulatory Commission (NRC) staff review, its proposed Generic FSAR Template Guidance forRadiation Protection Program Description, Revision 0. The NRC staff has performed anacceptance review of NEI 07-03, Revision 0, and found that the material presented is sufficientto begin our comprehensive review. The staff expects to transmit a request for additionalinformation (RAI) to NEI by May 30, 2007, and issue its safety evaluation report byAugust 10, 2007. The staff estimates that this review will require approximately 140 staff hoursincluding project management time. The review schedule milestones and estimated costs werediscussed in a telephone call with Ralph Andersen of your staff on May 8, 2007, wherein, it wasagreed that NEI would respond to the staff's RAIs within 30 days barring complications.Section 170.21 of Title 10 of the Code of Federal Regulations requires that topical reports aresubject to fees based upon the full cost of the review. In your letter dated January 24, 2007,you requested a fee waiver for the summary description of the radiation protection program thatwas subsequently denied by the NRC in a letter dated March 6, 2007, fromMr. Jesse L. Funches, Chief Financial Officer; therefore, staff hours and the contractor cost, ifapplicable, will be billed accordingly. Sincerely
