Specifically, the Unit 1 transformer, a source of offsite power, was unavailable for longer than allowed by TS 3.8.1. The finding was more than minor because it impacted the Human Performance attribute of the Initiating Events Cornerstone, and adversely affected the cornerstone objective to limit the likelihood of those events that upset plant stability and challenge critical safety functions during shutdown as well as power operations. Based on the Phase 3 analysis using IMC 0609, Appendix A, for At-Power situations, the inspectors, in conjunction with a regional senior reactor analyst (SRA), determined that the finding was of very low safety significance (Green).
