| Description | Title 10 CFR Part 20.1801, Security of Stored Material requires that the licensee shall secure from unauthorized removal or access licensed materials that are stored in controlled or unrestricted areas. Contrary to the above, on December 7, 2009, it was identified that a mixed gamma standard for the stations whole body counter could not be located in the warehouse. The mixed gamma source was a total of 5.055 micro-curies. The issue was documented in the licensees CAP as CR 09-68673. Corrective actions included changes to plant supply chain procedures associated with the receipt and traceability of radioactive material. The loss of control of radioactive material (radioactive sources) is a performance deficiency as defined in IMC 0612, Power Reactor Inspection Reports, Appendix B, Issue Screening. The inspectors determined that the finding was more than minor because it impacted the program and process attribute of the public radiation safety cornerstone and adversely affected the cornerstone objective of ensuring adequate protection of public health and safety from exposure to radiation, in that, radioactive material was released into the public domain. The finding was reviewed for significance in accordance with IMC 0609 Appendix D Public Radiation Safety Significance Determination Process and determined to be of very low safety significance because it involved a radioactive material control, did not involve radioactive material transportation, and the dose impact to a member of the public was less than 5 mrem. |
