October 23, 2018 U.S. Department of Homeland Security FEMA Region VII . 11224 Holmes Road Kansas City, MO 64131 FEMA Enclosed is a copy of the Final After Action Report for the July 31, 2018, Plume Phase exercise of. the offsite radiological emergency response plans, site-specific to the Cooper Nuclear Station. The participants in this exercise included numerous organizations from the States of Nebraska and

This report was prepared by the Federal Emergency Management Agency (FEMA) Region VII staff. Copies of the final report will be provided to the States of Nebraska and Missouri.

Then; were no Level I Findings identified during this exercise.

There was one Level 2 Finding and two Planning Issues identified in Nebraska.

No issues were identified in Missouri.

The Level 2 Finding and the two Planning Issues have been subsequently corrected and are now closed.

  • Based on the results of this exercise, the offsite radiological emergency response plans and preparedness for the States of Missouri and Nebraska and the affected local jurisdictions, specific to the Cooper Nuclear Station, can be implemented and are adequate to provide reasonable assurance that appropriate measures can be taken off site to protect the health and safety of the public in the event of a radiological emergency at the site. Therefore, the Title 44 CFR, Part 350 approval of the offsite radiological emergency response plans and preparedness for the States o£Missouri and J\fob!aska, site-:specific to the Cooper Nuclear Station, granted on May 26, 1983, will remain in effect.
