          -3. Standard statements that indicate the rule's compliance with statutory and Commission 3rocedural requirements, including NEPA. Paperwork Reduction Act. Regulatory Flexibility Act. Backfit waiver. List of Subjects. and words of issuance.

Additionally, when preparing the rule in final form, it should be single-spaced and all "line-in/line-out" markings should be removed. These items are consistent with the sample documentation that my staff previously provided to your staff.
