Gentlemen:

REQUEST FOR EXTENSION CONSTRUCTION PERMIT NOS. CPPR-120 AND CPPR-121 NO. 1 AND 2 UNITS IlOPE CREEK GENERATING STATION DOCKET NOS. 50-354 AND 50-355 Public Service Electric and Gas Company hereby requests that, pursuant to Section 185 of the Atomic Energy Act of 1954, as amended, and the regulations thereunder, particu-larly 10CFR50.55(b), that for good cause shown, the latest completion dates specified in Construction Permit Nos.

CPPR-120 and CPPR~121 be extended from May 31, 1981 to December 31, 1986 and from May 31, 1982 to December 31, 1989, respectively.

At present, Unit 1 is approximately 34 percent complete, Unit 2 is approximately 18 percent complete, and construc-tion of the units cannot be completed by present schedule dates.

Construction has not proceeded in accordance with the planned schedule due to certain factors beyond the control of PSE&G. The primary reason for the delay in completion of the llope Creek units is attributed to less than anticipated growth in electric demand within our service area which could not reasonably be anticipated at the time of issuance of the construction permits. During January 1974, our fore-casts estimated a system peak demand of 9,750 megawatts for 1981, with an estimated annual output of 44,620,000 mega-watthours. When compared to the 1980 system peak demand of 7,159 megawatthours and our 1980 Fall forecast for a peak demand during 1981 of 7,280 megawatts with an annual usage 8105010 W f\

o Dir. of Nuclear Reactor Reg. 4/29/81 of 32,480,000 megawatthours, the effects of consumer conser-vation are evident. Coupled with the uncertainty of future growth brought on by additional conservation such as lower rates for using power during off-peak hours and the further -

effects of price elasticity as a result of reduced sales f rom higher priced fossil fuel generation, the slower than originally forecasted growth is expected to continue.

The economic recession, continuing forecasts of relatively low growth and therefore lower revenues, as well as inade-quate rate relief has prompted intensified efforts on the part of PSE&G to reduce capital outlays. Consistent with the reduction in anticipated revenues and in capital expend-itures, the construction budget has been reduced, thereby extending the commercial operation dates of the Hope Creek units.

Since the requested extension of the construction permit in-vclves no significant hazards considerations and no undue risk to the health and safety of the public, it is respec- ,

tively requested that the Commission dispense with the no-tice and publication requirements as permitted under Section 189(a) of the Atomic Energy Act of 1954.

These requests for extension are administrative in nature.

Therefore, they have been determined to be Classes I and II, as defined in 10 CFR 170.22, and a check in the amount of

$1,600 is enclosed.
