[External_Sender] A Serious and Repetitive Matter Good morning, Back in 2015, Entergy/Indian Point 3 had a refuel outage that lasted about 32 days until they got back to 100%
power. (Those days can be checked on the NRC website as being from 3-1-2015 to 4-2-2015.) About 5 Yz months after that refuel outage, they had to shutdown to "Repair RV 0-ring". This took them 13 days until they got back to 100%
power. (You can check those days as well. They run from 9-14-2015 to 9-27-2015.)
Last night I read that Entergy/Indian Point 3 will be shut down to tonight do the exact same thing. But things are a little different now. This time their most recent refueling outage lasted about 66 days or 73 days to return to full power. Notice that they had twice as long a time to actually work on the 0-ring grooves for the 0-rings, which go between the reactor vessel (below) and the removable reactor vessel (upper) head. And, this time, they didn't get 5 Yz months of use out of the installed 0-ring, no, they are getting less than one month of use.
Something is wrong here . How many U.S. plants have to stop a run to fix reactor head 0-rings? How many U.S. plants have to stop to fix their reactor head 0-rings after each refuel outage as is the current Entergy/Indian Point 3 practice?
believe the answer is none and none.
So let me put it this way. I believe the current condition of the Entergy/Indian Point Unit 3 plant is UNSAFE to return to operation with just the installation of another set of 0-rings. I am requesting that the US NRC keep Entergy/Indian Point 3 shutdown cold until the condition of the upper surface of the reactor vessel, including 0-ring grooves be proved to be identical to the as purchased condition . (In particular, make sure you look for steam cutting.) And, I am requesting that the US NRC keep Entergy/Indian Point 3 shutdown cold until the condition of the lower surface of the upper head is found to be identical to the as purchased condition .
This is a 2.206 request.
