ACCEPTANCE FOR REVIEW OF TOPICAL REPORT NO. NEI 07-03, GENERIC FSAR TEMPLATE GUIDANCE FOR RADIATION PROTECTION PROGRAM DESCRIPTION, REVISION 0 (PROJECT NO. 689; TAC MD5248)
Dear Mr. Heymer,
By letter dated April 12, 2007, the Nuclear Energy Institute (NEI) submitted for U.S. Nuclear Regulatory Commission (NRC) staff review, its proposed Generic FSAR Template Guidance for Radiation Protection Program Description, Revision 0. The NRC staff has performed an acceptance review of NEI 07-03, Revision 0, and found that the material presented is sufficient to begin our comprehensive review. The staff expects to transmit a request for additional information (RAI) to NEI by May 30, 2007, and issue its safety evaluation report by August 10, 2007. The staff estimates that this review will require approximately 140 staff hours including project management time. The review schedule milestones and estimated costs were discussed in a telephone call with Ralph Andersen of your staff on May 8, 2007, wherein, it was agreed that NEI would respond to the staffs RAIs within 30 days barring complications.
Section 170.21 of Title 10 of the Code of Federal Regulations requires that topical reports are subject to fees based upon the full cost of the review. In your letter dated January 24, 2007, you requested a fee waiver for the summary description of the radiation protection program that was subsequently denied by the NRC in a letter dated March 6, 2007, from Mr. Jesse L. Funches, Chief Financial Officer; therefore, staff hours and the contractor cost, if applicable, will be billed accordingly.
Sincerely
/RA/
