The purpose of this letter is to inform the Nuclear Regulatory Commission (NRC) that Nebraska Public Power District (NPPD) is no longer utilizing Relief Request RI- 13 for snubber inserivice inspection and testing at Cooper Nuclear Station (CNS). By letter dated September 8, 2006 (Reference), the NRC authorized NPPD's Relief Request RI- 13 for the entire fourth 10-year interval of the inservice inspection program for CNS. The NRC concluded in the Safety Evaluation (enclosure to Reference) that the proposed alternative to use CNS Technical Requirements Manual (TRM) T3.7.3 for snubber visual inspection and functional testing provided an acceptable level of quality and safety.
NPPD has adopted the American Society of Mechanical Engineers (ASME) Code for Operation and Maintenance of Nuclear Power Plants (OM Code), Subsection ISTD, "Inservice Testing of Dynamic Restraints (Snubbers) in Light-Water Reactor Power Plants," 2001 Edition through the 2003 Addenda, in lieu of utilizing Relief Request RI- 13 for snubber inspection and functional testing requirements. Use of ASME OM Code, Subsection ISTD, has been approved by the NRC and is included in 10 CFR 50.55a(b)(3)(v) as an acceptable alternate method to ASME Boiler and Pressure Vessel Code, Section XI, Article IWF-5000. The CNS TRM has been revised to refer to Subsection ISTD of the ASME OM Code for snubber surveillance and service life monitoring requirements.

The purpose of this letter is to inform the Nuclear Regulatory Commission (NRC) that Nebraska Public Power District (NPPD) is no longer utilizing Relief Request RI- 13 for snubber inserivice inspection and testing at Cooper Nuclear Station (CNS). By letter dated September 8, 2006 (Reference), the NRC authorized NPPD's Relief Request RI- 13 for the entire fourth 10-year interval of the inservice inspection program for CNS.
