-TS 5.5.2.11.b.1 is met since "normal steady state full power" was determined to be 70% power for the operating cycle
-Additionally, 100% power OA was submitted to NRC SCE's response to RAI
-32 is still under review by NRC -SCE is voluntarily providing this LAR
-SCE views this as a parallel success path to address the concerns raised by NRC staff 5
SONGS EXCELLENCE 2013 License Amendment Request SCE has determined adjusting SG thermal
-hydraulic parameters will prevent the loss of tube integrity due to FEI To implement this strategy, Unit 2 will be operated at 70% power  This LAR addresses the staff concern in RAI
