In the current RRR TS 6.1.1, Figure 1, Administrative structure, the level 4includes only "Reactor Operators."

NUREG -1537, Part 1, Chapter 14, Section6.1.1, supports ANSI/ANS-15.1-2007, Section 6.1.1, which describes level 4staffing as "Operating staff, e.g., senior reactor operators, reactor operators, and trainees."

Please indicate if senior reactor operators should be includedin level 4 or justify the current description.

ResponseIn section 6.1.2, "Senior Reactor Operators" is included in level 4. Forclarity and consistency with NUREG -1537, Part 1, Chapter 14, Section6.1.1, which supports ANSI/ANS-15.1-2007, Section 6.1.1, Figure 1will be changed.

The proposed figure is attached.

In addition TS 6.1.2will be changed to the following:

d. Operating Staff (level 4): Trainees, Reactor Operators and SeniorReactor Operators.

The Operating Staff report to the ReactorOperations Manager and the Director, and are primarily involved inthe manipulation of reactor controls, monitoring of instrumentation, and operation and maintenance of reactor related equipment.

2. Your letter states the title Reactor Operations Manager has replaced the titleof Operations Supervisor in Technical Specifications."

a. Reed College TS 6.1.3(b)(3) lists "Operation Supervisor" as one of thereactor facility personnel or explain why the position should remain.b. Reed College TS 6.5(d) includes "Operations Supervisor

" as on of thereactor facility personnel able to approve experiments.

Please explainif the statement should read "minor changes that do not alter theexperiment may be approved by the Reactor Operations Manager orDirector" or justify the current description.

Responsea. We will remove the Operations Supervisor from the list. TS6.1.3(b) will be changed to the following:

A list of reactor facility personnel by name and telephone numbershall be readily available in the control room for use by theoperator.

The list shall include:1. Reactor Director;

2. Reactor Operations Manager;3. Radiation Safety Officer; and4. At least one other person who is a licensed SRO.1

b. Reed College will continue to have student supervisors.

Thesestudent supervisors will be allowed to approve minor changes thatdo not significantly alter the experiment.

TS 6.5 (d) will bechanged to the following:

d. Minor changes that do not significantly alter the experiment may be approved by a Supervisor, Reactor Operations Manager orDirector.
