Thelicenseamendment statesthattheRETSaretobeimplemented byApril15,1983.Beforediscussing therequested changes,wewouldliketobringtoyourattention anitemwhichrelatestoRETSimplementation.

Itisourunderstanding thattheRgygsurveillances, whicharetcbeineffectbyPC4IApril15,1983,requirethatthesurveillances willbedoneonorbeforetheendofthesurveillance periodstartingfromApril15,1983,butthattheyneednotbeaccomplished onApril15,1983.Severalprocedures whicharerequiredtoimplement theRETSsurveillances are/Iinvariousstagesofcompletion atthePlant,thatis,intyping,~fC<~~management reviews,andtraining.

WerequesttheNRC'sconcurrence withthisinterpretation.

TherevisedpagesfortheTechnical Specifications forwhichwearerequesting changesareenclosedinAttachment 1forUnit1andAttachment 2forUnit2.Thesechangeswerediscussed betweenmembersofyourstaffandAEPSCandCookPlantpersonnel onMarch18,1983.Thereasonsfortherequested revisions aregiveninAttachment 3.830419043b 830414PDRADOCK05000315PDR "TfJIIIp Mr.H.R.DentonAEP:NRC;0055IInadditiontotheabovechanges,wearerequesting thattheNRCrevisiontotheRETSalsoincludethecorrections broughttotheNRCProjectManager's attention inaninformalsubmittal datedMarchll,1983.,Weareresubmitting thismaterialasAttachment 4.TherevisedTechnical Specifications inAttachments 1and2havebeenreviewedandapprovedbythePlantNuclearSafetyReviewCommittee.

ThesechangeswillbereviewedbytheAEPSCNuclearSafetyandDesignReviewCommittee atitsnextscheduled meeting.Thisapplication foralicenseamendment isconsidered tobeaClassIIIAmendment asper10CFR170.AsrequiredbyPart170,Subsection 22,afeefor94,400.00 isenclosed.
