& Michigan Electric Company hereby requests that changes be made to the Radiological Effluent Technical Specifications (RETS) for Unit 1 and Unit 2 of the Donald C. Cook Nuclear Plant.
The RETS were issued to I&MECo. by the Commission on February 7,
1983 as Amendment No. 69 to Facility Operating License No. DPR-58 and Amendment No. 51 to Facility Operating License No. DPR-74 for the Donald C. Cook Nuclear Plant, Unit Nos.
1 and 2, respectively.
The license amendment states that the RETS are to be implemented by April 15, 1983.
Before discussing the requested
- changes, we would like to bring to your attention an item which relates to RETS implementation.
It is our understanding that the Rgyg surveillances, which are tc be in effect by PC4I April 15, 1983, require that the surveillances will be done on or before the end of the surveillance period starting from April 15,
- 1983, but that they need not be accomplished on April 15, 1983.
Several procedures which are required to implement the RETS surveillances are
/ I in various stages of completion at the Plant, that is, in typing,

- reviews, and training.
We request the NRC's concurrence with this interpretation.
The revised pages for the Technical Specifications for which we are requesting changes are enclosed in Attachment 1 for Unit 1 and Attachment 2 for Unit 2.
These changes were discussed between members of your staff and AEPSC and Cook Plant personnel on March 18, 1983.
The reasons for the requested revisions are given in Attachment 3.

Mr. H. R. Denton AEP:NRC;0055 I In addition to the above changes, we are requesting that the NRC revision to the RETS also include the corrections brought to the NRC Project Manager's attention in an informal submittal dated March ll, 1983., We are resubmitting this material as Attachment 4.
The revised Technical Specifications in Attachments 1 and 2 have been reviewed and approved by the Plant Nuclear Safety Review Committee.
These changes will be reviewed by the AEPSC Nuclear Safety and Design Review Committee at its next scheduled meeting.
This application for a license amendment is considered to be a
Class IIIAmendment as per 10 CFR 170.
As required by Part
- 170, Subsection 22, a fee for 94,400.00 is enclosed.
This document has been prepared following Corporate Procedures which incorporate a reasonable set of controls to ensure its accuracy and completeness prior to signature by the undersigned.
