Thisletterrevisesourapplication foramendment totheTechnical Specifications (T/Ss)submitted inAEP:NRC:0692BJ datedJune16,198&.Thevalidityofoursignificant hazardsanalysissubmitted inAEP:NRC:0692BJ isunaffected andconsequently anewsignificant hazardsanalysishasnotbeenincludedinthisletter.Attachment 1t:othisletterprovidestheproposedrevisedT/Spagesthatareintendedtoreplacethecorresponding pagessubmitted inAEP:NRC:0692BJ.

Section4of"SafeShutdownCapability Assessment, ProposedModifications, andEvaluations

-Revision1"fortheDonaldC.CookNuclearPlant,submitted byAEP:NRC:0692AZ datedMarch20,1987,identifies reactorcoolantsystemwiderangehotlegandcoldlegtemperature indications assafeshutdowncomponents.

Furthermore, reactorcoolantsystempressureismaintained bymonitoxing reactorcoolantsystempressureandhotlegtemperature instrumentation and,ifavailable, usingmanualcontrolofthepressurizer heaters(notrequiredforsafeshutdown) toensurethatanappropriate subcooling marginisachieved.

Widerangehotlegandcoldlegtemperature detection isprovidedbyRTDslocatedineachofthehotandcoldlegsforatotalofeightRTDs.SignalsfromtheseRTDsarerecordedinthecontrolroomanddisplayed onlocalshutdownindication (LSI)panels.Widerangehotlegandcoldlegtemperature indications forreactorcoolantsystemloops1and4areavailable atLSI-5andtheseindications forreactorcoolantsystemloops2and3areavailable atLSI-6.Thehotandcoldlegtemperature indications ofallfourcoolantloopsareavailable atLSI-4.Thesaturation meteralsotakesinputsfromtheseRTDs.Thehotlegtemperatures fromloops1and3areinputtedtothereactorvessellevelindication system(RVLIS)aswell.Thepresentpowersupplyconfiguration forthereactorcoolantsystemwiderangehotlegandcoldlegtemperatuxe indication isbasedona10CFR50AppendixRmodification thatinvolvesproviding powerfromasinglediesel-backed bus.Aswitchable alternate powersupplyfromthematchingoppositeunitbusisprovidedforcertainfirescenarios.

ThispresentAppendixRdesignensurestheabilitytomonitorthewiderangehotlegandcoldlegtemperature ofatleast.twoofthefourreactorcoolantsystemloopsintheeventofanysinglefire.Sections4and5of"SafeShutdownCapability Assessment, ProposedModifications, andEvaluations

Thisletter,submitted totheNRConOctober5,1988,providesanupdatedstatusreportdetailing ourcompliance withRegulatory Guide1.97,Revision3.Aspreviously mentioned, tworeactorcoolantsystemwiderangehotlegtemperatures provideinputstoRVLIS.SincealleightofourRTDsarecurrently poweredbyasinglediesel-backed bus,wedo

Removalofthewiderangehotlegandcoldlegtemperature indications oftwoofthefourcoolantloopsfromthelocalshutdownindication panelswillallowustoseparatethesefourRTDsintotwoindependent groups.EachgroupwillcontaintheRTDsusedformonitoring thewiderangetemperature ofoneloopandwillbepoweredbyapowersupplythatisindependent oftheremaining group.Widerangehotlegandcoldlegtemperature indications forreactorcoolantsystemloops2and4willremainavailable atthelocalshutdownindication panels.Thepowersupply-forthetemperature indications ofthesetwoloopswillremaininthepresentconfiguration.

Theresultofthisproposedchangeisareduction, fromtwotoone,inthenumberofreactorcoolantsystemloopsthatcanprovidewiderangetemperature indication intheeventofcertainspecificfires.Inotherwords,theavailability ofwiderangehotlegandcoldlegtemperature indications isensuredforeitherloop2orloop4intheeventofanysinglefire.Theseavailable indications willcorrespond tooneofthetwosteamgenerators tobeusedfornaturalcirculation cooldown.

Justification forProosedChaneWedonotconsidertheproposedchangeinourapprovedfireprotection programasonehavingasignificant impactonour10CFR50AppendixRcompliance orplantsafety.Referring totheloopwithavailable temperature indication asthe"reference leg"andtheremaining loopasthe"blindleg,"thefollowing procedural stepswillconfirmnaturalcirculation cooldown:

1)Thesubcooling marginofthereactorcoolantsystemwouldbemaintained atnotlessthan50F.Thehotlegtemperature oftheblindsteamgenerator willbeessentially equaltothehotlegtemperature ofthereference steamgenerator duetomixingofinletflowsinthelowerplenum,throughthecore,andintheupperplenum.2)Increaseordecreasetheauxiliary feedwater flowtothereference andblindsteamgenerators asnecessary toestablish andmaintainlevelbetween50and55%onthewiderange.Eithersteamgenerator iscapableofremovingdecayheatbynaturalcirculation ifitswiderangelevelisbetween10and100')Openthepoweroperatedreliefvalvesonbothsteamgenerators asdirectedusingthemanualloadervalvesto

Theblindsteamgenerator levelandpoweroperated, reliefvalvewouldbecontrolled inamannersimilartothatofthereference steamgenerator.

Items1and2abovearealreadycontained inthepresentprocedure foremergency remoteshutdown(Appendix Rprocedure).

Item3willbeaddedtotheprocedure asaresultofthedesignchangeprocess.Theaboveprocedural steps,including theprocedure revisions thatwillresultfromtheproposeddesignchange,willcontinuetoensureourcapability forsafeshutdownofthereactorintheeventofanyfire.Therefore, thisproposaldoesnotadversely affectthecontinued safeoperation oftheDonaldC.CookNuclearPlant.ImactonReulatorGuide1.97Revision3ComletionScheduleItemNos.B-4,B-5,andB-9ofourletterproviding updatedstatusofourcompliance withRegulatory Guide1.97,Revision3(AEP:NRC:0773AB datedOctober5,1988)arescheduled tobecompleted forthe1989outage-Unit1,andthe1990refueling outage-Unit2.Sincetheproposeddesignforupgrading theseitemshasanimpactonourapprovedfireprotection program,wecannotmoveforwardwiththeinstallation oftheseupgradesuntilwereceiveapprovalforamendingourapprovedfireprotection program.Weare,however,proceeding withengineering anddesigninanticipation ofafavorable responsetothisrequest.Pursuantto10CFR170.12(c),

wehaveenclosedanapplication feeof$150.00fortheproposedamendment.

Thisdocumenthasbeenpreparedfollowing Corporate procedures whichincorporate areasonable setofcontrolstoensureitsaccuracyandcompleteness priortosignature bytheundersigned.
