ThepresentT/Srequirement forfuelassemblies specifies thequantityoffuelassemblies andthenumberoffuelrodsperassembly.
Flexibility todeviatefromthenumberoffuelrodsperassemblyisdesirable topermitremovaloffuelrodsthatarefoundto'beleakingoraredetermined tobeprobablesourcesoffutureleakage,sothatreuseofthemajorityoftheaffectedfuelassemblyispermitted withminimalimpactoncoredesign.forthesubsequent fuelcycle.Thisimprovement mayprovidereductions infutureoccupational radiation exposureandplantradiological releases.
Theproposedchangetoallowreconstitution isconsistent withtherecommendation ofGL90-02supplement 1.Substitution islimitedtozirconium alloyorstainless steelfillerrods(i.e.,noopenwaterchannelsarepermitted).
Also,substitution mustbeinaccordance with"NRC-approved applications offuelrodconfigurations."
Genericletter90-02supplement 1states:"Thestaffconsiders anNRC-approved methodology tobeanymethodology thattheNRCstaffhasexplicitly approvedinawrittensafetyevaluation oraplant-specifictechnical basis.ThatNRC-approvedmethodology mustbeusedonlyforthepurposeandthescopeofapplication specified intherevieweddocumentasapprovedormodifiedintheNRCapprovaldocumentation."
Wearesubmitting thisamendment onlyasacontingency shouldtheneedariseinthefuture.Asrequiredbytheseproposedchanges,anyreconstitution performed willbedonein ATTACHMENT 1TOAEP:NRC:1124B Page2accordance withanalreadyapprovedmethodology, oraspecificmethodology willbesubmitted forNRCapproval.
III.10CFR5092CRITERIPer10CFR50.92,aproposedchangedoesnotinvolvesignificant hazardsconsideration ifthechangedoesnot:involveasignificant increaseintheprobability orconsequence ofanaccidentpreviously evaluated, 2.createthepossibility ofanewordifferent kindofaccidentfromanyaccidentpreviously evaluated, or3.involveasignificant reduction inamarginofsafety.Criterion TheproposedchangesonlymodifytheT/Sssuchthatreconstitution isrecognized asacceptable underverylimitedcircumstances.
Reconstitution islimitedtosubstitution ofzirconium alloyorstainless steelfillerrods,andmustbeinaccordance withapprovedapplications offuelrodconfigurations.
Althoughthesechangespermitreconstitution tooccurwithouttheneedforaspecificT/Schange,anapprovedmethodology isrequiredpriortoitsapplication.
Sincethechangeswillallowsubstitution offillerrodsforleakingorpotentially leakingrods,thechangesmayactuallyreducetheradiological consequences ofanaccident.
Itisnotedthatthespecificchangesrequested inthisletterhavepreviously beenfoundacceptable bytheNRCinGL90-02supplement 1.Forthesereasons,weconcludethatthechangeswillnotinvolveasignificant increaseintheprobability orconsequences ofanaccidentpreviously evaluated.
Criterion Theproposedchangeswillnotcreatethepossibility ofanewordifferent kindofaccidentfromanyaccidentpreviously evaluated becausetheywillonlyaffecttheassemblyconfiguration andcanonlybeimplemented inaccordance withanNRC-approved methodology.
Theotheraspectsofplantdesign,operation limitations, andresponses toeventswillremainunchanged.
