License Renewal of the PULSTAR Reactor with Power Uprate to 2.6 MW Gentlemen: In accordance with the provisions of 10 CFR 2.109, 10 CFR 50.33 and 10 CFR 50.34, NC State University hereby requests a renewal of Operating License No. R-120 for the PULSTAR Reactor, a Class 104 licensed facility utilized for education, research, and extension. This renewal package includes materials supporting a requested increase of the licensed power limit from 1.0 MW to 2.6 MW. In support of this renewal and power uprate request, the following documentation is enclosed: 1. Updated Safety Analysis Report (SAR) 2. Financial Qualifications Report 3. Environmental Report 4. Technical Specifications (revised in accordance with the updated Safety Analysis Report) 5. Reactor Operator Training and Requalification Program 6. Emergency Plan The facility Physical Security Plan will be submitted separately per the requirements of 10 CFR 73.23. Both the SAR and the Technical Specifications conform to the format given in NUREG-1537.
