Dear Dr. Hawari:

As part of your application for renewal of Facility Operating License No. R-120, dated February 24, 2017 (Agencywide Documents Access and Management System (ADAMS)

Accession No. ML17088A819), the U.S. Nuclear Regulatory Commission (NRC) staff reviewed the North Carolina State University (NCSU) Emergency Preparedness Plan, dated March 29, 2017 (ADAMS Accession No. ML17088A833).

We have completed our review of the NCSU Emergency Preparedness Plan and concluded that it remains compliant with the regulations and guidance below:

• Title 10 of the Code of Federal Regulations, Section 50.34, Contents of applications; technical information, paragraph (b)(6)(v).

• Regulatory Guide 2.6, Revision 1, Emergency Planning for Research and Test Reactors, issued March 1983 (ADAMS Accession No. ML003740234).

• American National Standards Institute/American Nuclear Society-15.16-2015, Emergency Planning for Research Reactors, 2015.

• NUREG 0849, Standard Review Plan for the Review and Evaluation of Emergency Plans for Research and Test Reactors, issued October 1983 (ADAMS Accession No. ML062190191).

• NRC Information Notice 97-34, Deficiencies in Licensee Submittals Regarding Terminology for Radiological Emergency Action Levels in Accordance with the New Part 20, dated June 12, 1997.

• NRC Information Notice 92-79, Non-Power Reactor Emergency Event Response, dated December 1, 1992.

• NRC Information Notice 09-31, Non-Power Reactor Licensee Notifications to the NRC during an Incident.
